This posting will be used to fill a full time, permanent GIS Specialist position in the Anne Arundel County Government Office of Planning and Zoning, Planning Division, Research and GIS Section. This position performs professional work involving the development and use of Geographic Information Systems (GIS) utilizing computer equipment and software, operation of the existing GIS platforms, and developing GIS for the County. This is a hybrid position based at the Heritage Office Complex in Annapolis, MD. This position is supervised by the Research and GIS Section Planning Administrator.NATURE AND VARIETY OF WORKUnder direction of the GIS Program Manager for the Research and GIS Section, the GIS Specialist I performs professional Geographic Information System work in developing and maintaining GIS databases and applications. An employee in this class applies knowledge of programming, database management, and systems analysis methods and techniques to support and customize department specific GIS applications. The work involves: updating and maintaining countywide datasets along with designing and developing procedures for maintaining GIS databases; developing static and web-based map products; and developing, testing, and prototyping GIS applications. An employee in this class may serve as an individual contributor with day-to-day responsibility for administration of one or more major GIS major datasets including development activity, parcels, and/or zoning. An employee in this class may use either CAD software or GIS software or both depending on the needs of the unit to which the employee is assigned. An employee in this class determines information needed and methods to be used, and applies a variety of techniques to complete assignments.(Note: The duties and responsibilities enumerated in this class specification are for the purpose of determining a common set of minimum qualifications and salary level for all positions in this class. They are not intended to include all of the essential functions of all positions in the class.)Experience with Esri ArcGIS Pro GIS software and ArcGIS Online (Experience Builder, Dashboards, Instant Apps)Knowledge of cartographic design and custom map developmentExperience developing and maintaining spatial data and associated metadata.Experience editing in a versioned editing environmentExperience working with internal and external customers in communicating and providing technical information and services.Experience performing analysis and research utilizing GIS and relevant technology.Experience with developing and documenting workflows and standard operating procedures for repetitive tasks.General knowledge of spreadsheets, word-processing and database software in Windows and Google environments.The ability to understand and follow oral and written instructions and sketches.The ability to communicate directly with internal and external customers regarding contract deliverables and performance.Graduation from an accredited four-year college or university with major course work in geography, cartography, planning, computer science, civil engineering or related disciplines; to (2) or more years' experience in the operation and application of GIS technology; and a valid non-commercial vehicle operator's license.Preference will be given to applicants with the following experience:Two (2) or more years’ experience working with Esri ArcGIS Pro GIS software and ArcGIS OnlineTwo (2) or more years’ experience editing in a versioned editing environment (either branch/traditional)Experience with programming languages: Python, SQL, R, ArcadeExperience in the application of GIS in local government such as community planning, regional planning, or community development.About the company
