      This is a temporary promotion or detail not to exceed 1-year located within Research and Development, Rocky Mountain Research Station working from your current duty location.

      This position is responsible for all aspects of awarding and administrating grants and agreements for the Research Station.

      Duties

      • Responsibilities are listed at the full performance level (GS-11):
      • Provides advice and counsel to managers and program staff on a wide variety of grants, cooperative agreements, and other agreements.
      • Develops and maintains a visible internal/external communication tracking system of grants/cooperative agreement use.
      • Reviews all instruments in advance of signature approval by line officers having authority to implement.
      • Stays abreast of changes in policy, regulations, and legal authorities affecting agreements.
      • Provides advice and assistance in response to inquiries on standard grant/agreement determinations.

      Qualifications

      In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. For more information on the qualifications for this position, visit the Office of Personnel Management's General Schedule Qualification Standards.

      Specialized Experience Requirement:

      For the GS-07: You must have one year specialized experience equivalent to the GS-05 in the Federal service. Specialized experience is defined as two or more of the following:
      • Participated in reviewing grants and agreements to ensure alignment with statutes, regulations and agency policies; and/or
      • Provided support in the execution, administration, or management of grants or agreements, or acquisitions/contracts; and/or
      • Under the supervision of a higher level approver, conducted closeout of grants, agreements, and/or contacts/acquisitions including reconciliation of expended funds; and/or
      • Assisted with developing or reviewing statements of work and financial plans to determine appropriate instrument and applicable provisions; and/or
      • Assisted with writing or editing grants, agreements, or other related official documents.

      OR one full year of graduate level education;

      OR an appropriate combination of graduate level education and specialized experience;

      OR Superior Academic Achievement (to determine if you are eligible, go to: http://www.opm.gov/qualifications/policy/ApplicationOfStds-04.asp). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work.

      For the GS-09: You must have one year specialized experience equivalent to the GS-07 in the Federal service. Specialized experience is defined as three or more of the following:

      • Reviewed grants and agreements and/or acquisition proposals to ensure alignment with statutes, regulations and agency policies; and/or
      • Provided support in the execution and administration of grants, agreements, or acquisitions/contracts; and/or
      • Assisted in the closeout of grants, agreements, and/or contacts/acquisitions including reconciliation of expended funds; and/or
      • Reviewed statements of work and financial plans to determine appropriate instrument and applicable provisions.

      OR a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D;

      OR an appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants.

      Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

      TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.

      Additional information

      Career Transition Assistance Plan (CTAP) or Reemployment Priority List (RPL): To exercise selection priority for this vacancy, CTAP/RPL candidates must meet the basic eligibility requirements and all selective factors. CTAP candidates must be rated and determined to be well qualified (or above) based on an evaluation of the competencies listed in the How You Will Be Evaluated section. When assessed through a score-based category rating method, CTAP applicants must receive a rating of at least 85 out of a possible 100.

      This is a temporary promotion not-to-exceed 12 months and may be extended without further competition or may end earlier due to lack of work or funds, or at the discretion of the Hiring Manager.

      This temporary promotion may be made permanent without further competition. If the temporary promotion is not made permanent, you will be returned to your permanent position of record or to a different position of equivalent grade and pay in the Forest Service, in the same geographic location, if possible. Your salary will be adjusted to the grade level and step that you would normally have been in had you remained in your position.

      If you are selected for a position with further promotion potential, you will be placed under a career development plan and may be non-competitively promoted if you successfully complete the requirements and if recommended by management. However, promotion is not guaranteed.

      This position is remote eligible. Remote work employees are expected to work at an approved remote worksite, typically the employee's residence, on a regular and continuing basis.
