- Support the Team Leader by providing substantive technical feedback on the health sector, particularly on public and community health
- Review and provide input on evaluation methodology from a health perspective
- Conduct documentation reviews related to health systems and healthcare delivery
- Support data gathering and analysis, particularly on health-related aspects
- Manage interviews/consultations with health sector key informants
- Lead on specific health-related elements of the evaluation as assigned
- Contribute technical health expertise to the inception report, emerging findings presentations, and final report
- Help interpret evaluation findings in the context of Afghanistan's health system
- Provide recommendations for improving maternal and child health services
- Ensure technical accuracy of health-related content in evaluation deliverables
- More than eight years of professional experience in health sector, particularly maternal and child health and nutrition, emergency context, humanitarian and development assistance
- Work history in international cooperation, public health, maternal and child health, humanitarian and development assistance

- Excellent written and oral communication skills in English and another UN language
- Experience in UN or international development environments

Overview: International Business and Technical Consultants, Inc. (IBTCI), a US-based international development consulting company, is seeking a Health Expert to support a proposed UNICEF evaluation of the maternal and child health handbook (MCH-HB) project in Afghanistan. The selected candidate will provide technical expertise on public health, particularly maternal and child health, to ensure that the evaluation is technically sound and contextually relevant. This is a part-time consultancy position from May 2025 to November 2025.

Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.
Supervisory Responsibility: This position does not have supervisory responsibilities.
Travel: Travel may be required to field.
