- Undergraduate and Graduation Education: Major study -- Hospital Administration, Public Health Administration, or related fields such as Business or Public Administration with course work in Health Care Administration. A transcript must be submitted with your application if you are basing all or part of your qualifications on education. ~OR~
- Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
- Missions, organizations, programs, and requirements of health care delivery systems;
- Regulations and standards of various regulatory and credentialing groups; and
- Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
- Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
- Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
- Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
Position functions as the Health Systems Specialist to the Associate Director in the Director's Office. Health Systems Specialist utilizes specialized knowledge of the fundamentals of healthcare management and serves as a management representative of the ELT. Participates in the stewardship and responsibility for operations of the organization as a whole, executing the Director's vision for the framework of healthcare delivery, and direction of services and programs across the enterprise.

Health System Administration Series, 0671, has an Individual Occupational Requirement (IOR):
GS-13 grade level: One year of specialized experience (equivalent to the GS-12 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Interpret agency-wide policies and procedures to determine impact. Participate and lead fact-finding and administrative board of investigations for useful, effective evidence-gathering and reliable, efficient fact-finding in a wide array of circumstances. Reviews audits and evaluations which are conducted at the facility. Coordinates and participates in strategic planning throughout the healthcare system. Conducts analytical studies on particular operational processes, issue topics, or related special projects. Applying advanced qualitative and quantitative techniques in order to perform thorough management analysis of current and projected diagnostic service programs. Management of Government Accountability Office and OIG action items. Obtains data and prepares replies to correspondence for the signature of the Medical Center Director, Network Director, or for the appropriate VA Central Office.
There is no educational substitution for the GS-13 level.
