What to Expect (Job Responsibilities):
- Represent the employer on national committees and workgroups for Medicaid home and community-based services
- Make recommendations on administrative rules, program policies, and implementation of legislation
- Draft legislative proposals, review state and federal legislation, and prepare testimony
- Monitor federal legislation and recommend actions to executive managers
- Develop regulatory policy and provide oversight for operational implementation

What is Required (Qualifications):
- Minimum of eight years of professional-level evaluative, analytical, and planning work experience
- Experience working with the Centers for Medicare & Medicaid Services (CMS)
- Knowledge of state Home and Community Based Services programs
- Experience drafting and analyzing legislative proposals and amendments
- Familiarity with unionized collective bargaining processes and compliance requirements

How to Stand Out (Preferred Qualifications):
- Lived or work experience that demonstrates knowledge of a state Home and Community Based Services program
- Experience communicating complex technical, legal, and legislative information to diverse audiences
- Prior involvement in negotiations and development of collective bargaining agreements
