Support persons experiencing homelessness by connecting them to housing, shelter and other services to get stabilized quickly. This work is led by our Homelessness Resolution and Housing Stability Division.
Create and preserve existing affordable housing and connect residents at any income level to new housing opportunities through affordable housing lending programs, partnerships, and other programs such as down payment assistance and counseling services. This work is led by our Housing Opportunity Division.
Support financial services, contracting and procurement, data analysis and strategic planning, administrative resources, and communications across the housing continuum. This work is led by our Operations Division
Represent City and County of Denver to the public, effectively building relationships with customers, partners, and investors, ranging from small local nonprofit organizations to large developers, which are the cornerstones of delivering CCD’s public mission to its beneficiaries
Work in racially and economically diverse communities, in conjunction with industry partners and affordable housing residents
Work effectively with many internal departments at HOST, within the City, and outside the City, including HOST finance, City Department of Finance, borrower attorneys, City Attorney’s Office, HOST Asset Management & Compliance, HOST Contracts staff, City Real Estate, City Planning
Originate loans within the context of the overall portfolio, based on knowledge of CCD’s loan products and policies, risk tolerance, and staffing capacity, to determine a structure that will meet borrower’s and community need
Independently respond to requests from potential applicants, manage customer expectations, and explain lending parameters. Shepherd loan request from origination through closing
Coordinate timing of loan funding, in advance, with supervisor and CCD finance staff, to ensure that CCD is prepared to fund
Independently underwrite loans and induce borrower’s responses to questions as needed, to meet loan closing and project milestone deadlines
Evaluate applicable federal compliance requirements that may include HOME, CDBG, HOPWA, NSP, ADA, FHEO, Section 3, Davis Bacon, and URA
Prepare credit memo summarizing all relevant information from underwriting, recommend loan structure, present to supervisor for preliminary review. Advocate for approval to Loan Review Committee and City Council
Close loans to meet annual loan volume or unit goals and borrower deadlines, while mitigating risk during the closing process. Prepare Commitment Letter for approval by supervisor; work with borrower, City Attorney’s Office, legal counsel, and title company to confirm that conditions of funding are met to close the loan. Transition project files to Finance and Asset Management
Post-closing, document and communicate all deal structure, servicing, compliance, and asset management requirements to HOST’s finance and asset management team
Th ree years’ experience in affordable housing finance and/or development, or related experience in real estate or community development, in multifamily rental housing, for-sale housing, or supportive housing
Experience negotiating a variety of legal documentation for real estate transactions
Strong analytical ability, advanced spreadsheet skills to support structuring and pricing of loan requests, understanding of accounting principles, working knowledge of financial reports and analysis
Experience working with diverse populations, with an emphasis in equity, diversity, and inclusion
Working knowledge of various affordable housing financing programs such as; Private Activity Bonds, Low Income Housing Tax Credits, etc. Working knowledge of federal programs such as HOME, CDBG, HOPWA, NSP, ADA, FHEO, Section 3, Davis Bacon, and URA
Ability to resolve conflicts through negotiation and maintain borrower relationships during difficult situations
Ability to meet deadlines and work accurately under pressure in a fast-paced environment, with interruptions; work independently and prioritize effectively within tight time constraints. Work successfully with minimal supervision, strong time management and organizational skills with attention to detail
Effective written, verbal communication, public speaking/presentations and relationship management skills. Create and present basic PowerPoint presentations with composure. Working knowledge of MS Word, Excel, Outlook, PowerPoint
Maintain absolute confidentiality of borrower data
Education: Bachelor's Degree in Business Administration, Accounting, Finance, Real Estate, or a related field
Experience: Three (3) years of full performance, professional level experience overseeing and administering functional or operational aspects of fiscal business operations
Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education. Additional appropriate education may be substituted for the minimum experience requirements

What We Offer
The City and County of Denver offers a competitive salary commensurate with education and experience. The salary range for this position is $89,144 - $115,000. We also offer generous benefits for full-time employees which include but are not limited to:

The City and County of Denver supports a hybrid workplace model. Employees work where needed, at a job site several days a week and off-site as needed. In this position you can expect to work on site 1-3 days per week at Wellington Webb Municipal Building, 201 W Colfax Ave, Denver, CO 80202. Employees must work within the state of Colorado on their off-site days.

We invest resources, create policy, and partner with various organizations to help keep residents in the homes that they already live in, quickly resolve an experience of homelessness, and connect residents to new housing opportunities. To support these efforts, the department helps to:
The Housing Development Officer reports through our Housing Opportunity division. We are seeking candidates with experience in the finance and/or development of multifamily rental housing, for-sale housing, or supportive housing. In this role you will be responsible for independently building relationships with nonprofit and for-profit borrowers, structuring loans to balance the needs of the borrower with the risk of the City and County of Denver, writing credit memos to capture all salient points of the underwriting process, presenting loans for approval to both the Loan Review Committee and City Council, responding to questions from City Council members, and closing loans to meet the City’s unit production goals and borrower deadlines.
As HOST continues rapidly growing, the Housing Development Officer will help develop and implement new loan programs to meet the City’s and the community’s needs.
