Lead and manage the HR team to deliver efficient, proactive, and professional HR services across multiple locations.
Manage day-to-day employee relations matters while proactively recognizing when issues require escalation to on-contract specialized Employee Relations or Legal Counsel for guidance.
Drive workforce planning initiatives, talent development, succession planning, and employee retention strategies in collaboration with leadership.
Oversee and ensure compliance with HR policies, procedures, and local labor regulations.
Lead internal investigations and provide expert guidance on disciplinary and grievance matters, including handling high-profile cases and managing appeals panels.
Maintain quarterly joint labor forums ensuring transparency in communication channels between leadership and union representatives to proactively address workplace concerns.
Develop and deliver HR-related training, briefings, and coaching for managers.
Analyze and report on HR metrics and trends, providing actionable insights to the senior leadership team.
Support expatriate program management, including compensation packages and mobility strategies.
Contribute to change management and restructuring initiatives, ensuring seamless transitions and staff engagement.
Provide strategic and operational HR support to the UABOS program across Spain and Turkey, with regular travel required to project sites.
Bachelor’s degree in Human Resources, Business Administration, or a related field.
Minimum of 9 years of experience in Human Resources. Candidates with 13+ years of experience and relevant certifications may be considered in lieu of a degree.
Strong knowledge of local employment laws, compliance standards, and hiring practices.
Proven experience with change management and restructuring in a multi-disciplinary environment.
Must be proactive and team-oriented, thriving in a fast-paced, dynamic environment while supporting collective goals.
Experience operating within a matrixed organization
Proficiency in HR policies, procedures, and best practices.
Must be able to travel across program sites (Spain and Turkey).
Eligibility to obtain a CAC card, country clearance, and work visa.
Strong leadership, organizational, and interpersonal skills.
Experience working in unionized and multicultural environments.
Proficiency in HR systems and tools (e.g., Workday, SharePoint, ADP, CostPoint/Deltek, AS400, SAGE).
Background in Government contracting or Business Administration.
Active or eligible for Secret Clearance.
