      Summary

      This position is a Human Resource Specialist, GS- 0201-7/9 working for the Joint Administrative Operations: HR Operations-Processing Division.

      Please Note: If selected, you may be placed at a regional office, field office, current duty station, or other DOI-owned or leased worksite at the discretion of management. This position may also be eligible for remote work. Additional questions regarding placement should be reserved for the interview process.

      Duties

      As a Human Resource Specialist your duties will include but are not limited to the following:
      • Assists and reviews the Federal HR transaction processing functions for the Service by providing technical guidance and assistance to HR Assistants.
      • Ensures the accurate and timely processing of a host of personnel actions which range from routine to complex in accordance with laws, regulations, policies and guidance.
      • Conducts the technical and regulatory review of the full range of personnel actions.
      • Reviews and analyzes FPPS system edits to determine necessary action needed for processing personnel actions timely and accurately.
      • Manages the FPPS batch process to take timely action on system generated ticklers and certification notices for new supervisors' probationary periods, expiration of time-limited appointments, Leave Without Pay (LWOP), within-grade increases, change in tenure group, and other actions and transactions for which reminders are generated.

      Qualifications

      Only experience and education obtained by 01/14/2025 will be considered.

      Minimum Qualification [GS-07]
      1. One (1) year of specialized experience equivalent to at least the GS-05 grade-level in the Federal service. Specialized experience may include: Provide guidance and assistance to other staff members in order to resolve personnel action problems and issues such as those requiring research of legal authorities, multiple corrective actions and those that are less frequently encountered; Assisting in the review of personnel actions including appointments, conversions, promotions, reassignments, realignments, leave without pay, change in tenure group; Provide instruction to Human Resources Assistants and others on the application of a variety of laws, regulations, directives, procedures, and local policies relating to legal authorities for processing Federal civilian personnel transactions. OR
      2. Successfully completed one full year of graduate education (18 semester hours) in an accredited college or university. A copy of your transcripts MUST be submitted to document educational accomplishments to receive consideration for this position. OR
      3. Meet one of the requirements for Superior Academic Achievement (To meet the requirements for the Superior Academic Achievement provision, you must have: graduated with an overall GPA of at least 3.0; OR, graduated with at least a 3.5 GPA in your major or during the last two years of college; OR, graduated in the top third of your class; OR, was a member of a national scholastic honor society recognized by the Association of College Honor Societies.). OR
      4. A combination of education and experience as described in 1 and 2 above which together equals 100% of the requirement.

      Minimum Qualification [GS-09]

      1. One (1) year of specialized experience equivalent to at least the GS-07 grade-level in Federal Service. Specialized experience may include: Reviewing a full range personnel actions including appointments, conversions, promotions, reassignments, realignments, leave without pay, change in tenure group, and Senior Executive Service personnel actions; Provide guidance and assistance with researching and validating nature of action processing codes and legal authorities for new or seldom used actions; Resolve personnel action problems and issues such as those requiring research of legal authorities, multiple corrective actions and those that are less frequently encountered. OR
      2. Two (2) years of progressively higher level graduate education in an accredited college or university leading to a master's degree OR a master's or equivalent graduate degree. OR
      3. A combination of education and experience as described in 1 and 2 above which together equals 100% of the requirement.

      Performance rating of record review: All applicants must provide a copy of their last final Employee Performance Appraisal Plan (EPAP) dated within the past 18 months verifying their performance is at a fully successful level or higher. Applicants who do not have a finalized EPAP within the last 18 months available must provide a reason and certify that their performance is acceptable, and they have not been advised that their performance is currently at an unacceptable level. Applicants who have an unsuccessful performance rating, or who have certified that their performance is not at an acceptable level will not be eligible for hiring consideration.

You will receive credit for all qualifying experience, including volunteer experience.

      Time In Grade Requirement: Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the JOA. Specifically,

      i. Area of Consideration.

      ii. Time-in-grade (TIG) requirements as specified in 5 CFR 300, Subpart F.

      iii. Time after competitive appointment as specified in 5 CFR 330.502.

      iv. Qualification requirements outlined in OPM's Qualifications Standards for General Schedule Positions or for Federal Wage System (FWS), wage grade positions, applicants are evaluated using the OPM Job Qualification System for Trades and Labor Occupations and the job element examining method

      The Land Management Workforce Flexibility Act (LMWFA),P.L. 114-47, allows certain individuals who currently or formerly were under time-limited competitive appointments at certain land management agencies to compete under merit promotion procedures.

      Note: You must submit ALL SF-50s and performance information for each period of temporary/term employment that qualifies for LMWFA. Performance documentation can be obtained by contacting the supervisors for the positions you served in during your 24 months. If they did not complete performance appraisals ask them to provide a statement of performance for each period of service. The statement must specify the dates for each employment period and your level of performance (dates should match the dates on the SF-50s).

      Current appointees:

      • Must have been hired under competitive examining procedures to a time limited appointment with a land management agency;
      • Must have served under 1 or more time limited appointments by a land management agency for a period totaling more than 24 months without a break in service of 2 or more years; AND
      • Must have performed at an acceptable level.
