      Human Resources Analyst

      Onslow County seeks an HR professional to join an enthusiastic HR team who supports and works collaboratively with all County departments to accomplish shared and strategic goals.       While this position is structured as a generalist role by design, the majority of daily tasks fall within the recruitment and selection area of the Human Resources field. An estimated 80% of work time will be devoted to recruitment efforts. Experience leading successful recruitments will be beneficial for the best qualified candidate.

      The HR Analyst position performs intermediate administrative work performing a variety of human resources functions, and related work as apparent or assigned. Work is performed under the moderate supervision of the HR Supervisor and the Human Resources Director.

      • Recruits, interviews, and facilitates hiring qualified applicants for open positions; collaborates with department directors and hiring managers to understand skills and competencies required for openings; ensures compliance with fair hiring practices.
      • Responsible for employee onboarding, processing of new hires and terminations, employee salary and status changes, and other updates in the payroll system, benefits management system, and other relevant systems.
      • Administers employee benefit programs to comply with local policy, state and federal law (FMLA, COBRA, FLSA, etc.)
      • Responds to human resources-related inquiries, providing support to employees on various HR-related topics such as leaves, policy, procedure, and compensation.
      • Provides facilitation of new employee orientations, exit interviews, retirement planning, Employee Assistance Program (EAP) referrals, and benefit enrollment presentations.
      • Designs and/or leads various employee training opportunities.
      • Uses problem solving and critical thinking techniques to assist departments navigating employee relations challenges.
      • Provides service and assistance to citizens and interested job applicants regarding job opportunities.
      • Creates and maintains electronic employee personnel records.
      • Conducts research using various information sources and compiles information into reports and spreadsheets.
      • Performs HRIS data entry, employee information updates, and related payroll maintenance.
      • Participates in local job fairs and recruitment events.
      • Performs assigned functions as a Disaster Ready Team (DRT) member.
      • Other related duties as assigned.
      A successful candidate in this role will demonstrate:
      • Problem-solving aptitude, and general knowledge of HR procedures, policies, employment laws, and best practices
      • Excellent computer skills, knowledge of Human Resources Information Systems (HRIS), Excel, and demonstrated skills in database management and record keeping
      • Works comfortably managing multiples tasks and meeting establish deadlines
      • A desire to work as a team member
      • Excellent interpersonal, presentation-based, verbal, and written communication skills with an understanding of confidential and ethical practices
      • Organization and efficiency in daily tasks and an ability to prioritize and multitask
      • Capability to maintain professionalism during challenging situations or difficult conversations
      • High levels of accuracy, detail orientation, and strong computer skills

      Bachelor's degree with coursework in human resources, business, public administration, or related field and moderate experience in personnel and human resources, or equivalent combination of education and experience.
      • Must either possess or obtain Professional in Human Resources (PHR) or Society of Human Resources Management Certified Professional (SHRM-CP) certification within two (2) years of hire.
      • Notary Public certification preferred.
      • Driver's License valid in the state of North Carolina is required.
