      Summary

      Direct and coordinate the functions of the Human Resources Department. Plan and direct activities of staff involved in the administration of the County’s various programs including compensation, recruitment, staff and organizational development, community and volunteer relations, employee relations, wellness programs, and employee and retiree benefits. Assist all County departments with interpretation and consistent application of Civil Service Rules, Salary Administration Guidelines, and other policies developed in accordance with state and federal regulations.

      Essential Duties and Responsibilities

      1. Directs and manages the daily activities of the Human Resources Department. Areas of responsibility include compensation, recruitment, staff and organizational development, community and volunteer relations, wellness programs, employee relations and civil service functions as well as administration of employee and retiree benefits.

      2. Reviews and makes recommendations to the County Administrator in matters involving employment policy development and Human Resources policies and procedures. Consults with legal counsel as appropriate.

      3. Acts as Civil Service Secretary and Custodian of Tarrant County Human Resources records.

      4. Works directly with department heads and elected officials by counseling them in carrying out human resources related matters.

      5. Participates in the development and administration of County government policies. Develops long-range goals and objectives.

      6. Confers with the County Administrator on employment matters, benefits, compensation, policies, and general human resources matters.

      7. Plans, organizes, and executes compliance programs.

      8. Cooperates with local, state, and federal government agencies and provides assistance in the enforcement of statutes.

      9. Under the general direction of the County Administrator, schedules briefing, action, and work session items for consideration on the Commissioners Court agenda.

      10. Conducts management analysis or problem solving of issues pending before the Commissioners Court or issues affecting County departments.

      11. Communicates Commissioners Court actions at staff meetings and/or through written correspondence. Refers assignments made by the Commissioners Court or County Administrator to the appropriate person for analysis or recommendation.

      12. At the discretion of the Commissioners Court and/or County Administrator, serves on internal and external County committees and/or boards.

      13. Oversees the processes associated with recruitment, screening, selection, and onboarding of County personnel.

      14. Prepares and presents Human Resources’ annual budget.

      15. Performs all other related duties involved in the efficient operation of the Human Resources department as assigned or required.

      Minimum Requirements

      NOTE: YOU MUST FILL OUT THE WORK HISTORY and EDUCATION SECTIONS OF APPLICATION TO SHOW YOU HAVE YEARS OF EXPERIENCE/EDUCATION AS REQUIRED BY HIRING DEPARTMENT OR BE DISQUALIFIED.

      • Bachelor’s degree in Business, Public Administration, Human Resources Management, or related field + eight (8) years of full-time, paid Human Resources management experience in County government or a closely related field. -OR-

      • Master’s degree in Business, Public Administration, Human Resources Management, or a closely related field and six (6) years of full-time, paid Human Resources management experience in County government or a closely related field.

      • Valid and current driver license required.
      • Senior Professional Human Resources (SPHR) or Society of Human Resources Management – Senior Certified Professional (SHRM-SCP) strongly preferred.
      • Must have thorough knowledge and understanding of state and federal employment laws and Civil Service systems as well as analytical and communication skills needed to prepare and deliver complex information to the County Administrator and/or the Commissioners Court and deal effectively with employees throughout the organization.

      Tarrant County will conduct background checks on new hires that will include a criminal background check related to convictions and deferred adjudications in the past seven years and may include credit reports, motor vehicle records, employment records and educational attainment. A conviction or deferred adjudication is not an automatic bar to employment. Each case is considered individually.

      Physical Demands and Work Environment & Other Requirements

      This position currently directly supervises ten (10) staff members and indirectly supervises nineteen (19) employees.
