- Bachelor's degree or higher in Social Science or a closely related field of the behavioral sciences from an accredited college or university.
- Additional years of experience beyond the Requirements.
- Experience as a supervisor or team lead in developing and implementing solutions to promote human relations and advance equity. (Qualifying experience as a supervisor or team lead includes creating and applying solutions for mediation; diversity. equity, and inclusion; conflict resolution; community organizing; civil rights; human rights; hate prevention and response; anti-rascism; community relations or advocacy; legal advocacy).
- Experience in identifying, researching, and addressing current issues related to hate crimes. (Qualifying experience includes identifying targeted individuals and communities; assessing whether targeted individuals and communities represent protected groups).
- Experience recommending improvements to human relation policies and processes to ensure they are alignment with the Anti-Rascism, Diversity, and Inclusion (ARDI) initiatives.

The Opportunity
We are pursuing a qualified candidate to fill the Human Services Administrator I position within the Los Angeles County’s Board of Supervisors. Under the direction of an Assistant Executive Officer, assists the Human Relations Commission to promote the County's positive human relations plan. Initiates and supervises the reseach, analysis, and implementation of changes in policies and procedures in order to improve operational effectiveness and efficiency.
Directs the control of appropriations within an approved program of service; develops and provides justification for budget adjustments and periodic allocation changes.
Analyzes and interprets new and revised federal, state, and local regulations; prepares instructions to implement changes and acts as a technical resource staff involved in implementing new and revised programs.
Collaborates with Division executive leadership to cultivate equitable and inclusive culture for working relationships with and among human relations staff.
Assigns, monitors, and evaluates work of assigned human relations staff.
Conducts unit meetings to discuss work related issues, new policies, procedures, and fiscal regulations.
Oversees planning and completion of goals and objectives related to hate documentation, prevention, and response.
Oversees planning and completion of goals and objectives related to increasing equity and justice in law enforcement in LA County.
Oversees planning and completion of goals and objectives related to capacity-building and training with County government units and other groups.
Helps ensure effective communication of human relations work.
Represents the Division on assigned interdepartmental collabotrative initiatives. REQUIREMENTS:
OPTION I : Bachelor's degree from an accredited college or university AND two (2) years of experience in a responsible staff* or administrative capacity**, analyzing and making recommendations for the solution of problems of organization, procedure, program, budget, or personnel.
* Responsible staff capacity is defined as staff experience at the journey-level requiring working knowledge of rules, regulations, and other guidelines relating to program area assigned .
**Administrative capacity is defined as experience at the level of independent responsibility for assignments of average difficulty, analyzing and making recommendations for the solution of problems of organization, budget, personnel, information services, programs, facilities planning, materials management, and general management. This experience also includes responsibility for the development of procedures and participation in policy formulation.
OPTION I I : Six (6) years of experience in a responsible staff* or administrative capacity**, analyzing and making recommendations for the solution of problems of organization, procedure, program, budget, or personnel.
DESIRABLE QUALIFICATIONS:
In order to receive credit for any degree, you must include a legible copy of the official diploma, official transcripts, or official letter from the accredited institution which shows the area of specialization with your application at the time of filing, or within ten (10) calendar days from application submission.
LICENSE:
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
PHYSICAL CLASS:
II - Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10 pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved. Examination Content :
This examination will consist of a n Evaluation of Training and Experience based on application information, Desirable Qualifications, and Supplemental Information Questionnaire form, weighted 100%.Each candidate's background will be evaluated on the basis of information provided on his/her County of Los Angeles Employment Application and Supplemental Information Questionnaire form that pertains to the areas of REQUIREMENTS and DESIRABLE QUALIFICATIONS to determine the level and scope of the candidate's job preparation for this position.
