      The Identification Supervisor reports to the Identification Bureau Director and typically works Monday - Friday 8AM to 5PM. The ID Supervisor manages a team of 8-10 employees, and major projects for this role include supporting implementation of a Public Safety Inter-Operability Program and coordinating with the North Carolina Administrative Office of the Courts on a transition to the Odyssey/Enterprise Justice platform (eCourts). The ID Supervisor supports the Centralized Data Entry Division which is responsible for the collection, maintenance, and integrity of the master names database.

      The ID Bureau is responsible for the collection, maintenance, and integrity of the master names database. This database contains more than 1 million entries which support the public safety and court system. This position will lead a team of ten individuals on a 24-7 basis. Those individual staff members speak with law enforcement, defendants, victims and witnesses and maintain master name records as well as court documents, such as warrants, orders for arrest, citations, civil processes, pawn tickets, and other court-related items. The CDE staff that this position will supervise spend the majority of their time taking calls to gather information and maintain our data records and they work 100% in person.

      This position works from 52 Coxe Avenue, Asheville NC 28801. The ID Supervisor may occasionally work from the Buncombe County Detention Center at 20 Davidson Drive in downtown Asheville. In this position, there is an option for occasional remote work after the training period has completed. This position works a 40-hour schedule and there is an required on-call schedule from 5pm-7am on alternating weekdays and all weekends. Two supervisors rotate the on-call schedule every other month.


      Purpose of the position:

      The purpose of this position is to provide supervisory oversight to ensure the complete and precise dissemination of information to an integrated, multi-juris Criminal Justice Information System (CJIS) for various clients including law enforcement/public safety, the courts and detention facility as well as the Public at large.

      Minimum Education, Training and/or Experience (required at time of hire): Associates degree in Criminal Justice, Public Administration, or related field and a minimum of five (5) years of experience in criminal justice/public safety including a minimum of three (3) years in a supervisory role; or an equivalent combination of education and experience.

      Essential Functions of the position:

      • Supervise, coordinate, and prioritize work activities of staff; offer assistance as needed, and determine the best solution when problems arise.

      • Oversee central data entry functions, including the accurate collection and maintenance of electronic records within various records management systems and required software.

      • Oversee the collection and maintenance of arrest, fingerprint, mug shot and gun permit documents.

      • Ensure appropriate handling of incoming and outgoing mail and packages; maintain records and files on postage for packages; register and ensure outgoing mail and maintains records on incoming registered and insured mail.

      • Oversee the authorized use of the Division of Criminal Information (DCI) and CJLEADS training and certification; operation of latent fingerprint station, live scan ten print scanner, and imaging within document management.

      • Process daily bank deposits and finance reports.

      • Assist in the yearly budgeting process and maintain reports related to inventory, supplies and performance.

      • Prepare and distribute department reports; maintain related recordkeeping.

      • Respond to media/FOIA requests according to Statute and departmental standard operating procedures.

      • Check incoming supplies for quantity and quality and complete purchasing as needed to maintain inventory.

      • Available to assist Centralized Data Entry staff on 24/7 basis.

      • Performs other related duties as assigned.

      Knowledge, Skills, Abilities:

      • Knowledge of principles and practices related to collection of fingerprint classification and arrest/court related data and documents.

      • Knowledge of all methods of collection of fingerprint identification, the Federal Bureau of Investigation (FBI) modifications and extensions of fingerprint classification, the Henry System of fingerprint classification, the National Crime Information Center (NCIC) System of fingerprint classification, the proper use of Automated Fingerprint Identification System (AFIS), the standard methods, practices, records, and procedures of federal and state law enforcement agencies and their operations may be required.

      • Knowledge of the papering and issuance of Concealed Handgun Permits and Pistol Purchase Permits. This certification requires the use of DCI, AOC, and licensure as a North Carolina notary must be obtained and kept current.

      • Ability to schedule, assign, supervise, and review the work of subordinates.
