- Directs and manages the day-to-day operations of the Intelligence Operations Section.
- Formulates and implements Homeland Security-related policies and procedures associated with Intelligence Operations for the State of Illinois.
- Oversees and coordinates policy development and implementation associated with unified statewide strategies associated with Intelligence Operations.
- Formulates, develops, and implements an organizational development program for mentoring, guiding, and encouraging professional development and growth and developing and fostering a culture of inclusion, excellence, and mutual support in the Intelligence Operations Section.
- Provides regular briefings and serves as representative of the Section and/or on behalf of the Assistant Deputy Director of Homeland Security as needed.
- Fosters strong relationships with other City, County, Federal or State officials, as well as private industry to ensure cohesive collaboration.
- Serves as liaison to communicate and advocate policy goals and implementation strategies which includes travel.
- Responsible for resource allocation decisions ensuring optimal utilization of funding, personnel, and technology to effectively achieve the section's goals and objectives.
- Assigns and reviews work.
- Provides guidance and training to assigned staff.
- Counsels staff regarding work performance.
- Reassigns staff to meet day-to-day operating needs.
- Establishes annual goals and objectives.
- Approves time off.
- Adjusts first level grievances.
- Effectively recommends and imposes discipline, up to and including discharge.
- Prepares and signs performance evaluations.

Minimum Qualifications
1. Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with courses in business or public administration.
2. Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in a public or business organization.Preferred Qualifications
1. Eight (8) years of professional experience in an intelligence discipline, with demonstrated experience in both criminal and national security intelligence.
2. Eight (8) years of professional experience leading a program/unit/initiative in an intelligence discipline, preferably within the U.S. Military or United States Intelligence Community.
3. Eight (8) years of professional experience planning and directing the implementation of a program/unit/initiative either within, or in support of, the United States Intelligence Community.
4. Five (5) years of professional experience supporting Critical Incident Response teams/functions in a Public Safety or Law Enforcement capacity.
5. Three (3) years of professional experience with most of the work including projects directly related to public safety preparedness, public-private coordination, or a combination thereof.
6. Demonstrated knowledge of, and experience with, the applicable laws, rules, and regulations pertaining to the collection, retention, and dissemination of criminal and national security intelligence information.
7. Master’s Degree with courses in Criminal Justice, National Security, Intelligence, or a related field.Conditions of Employment
1. Requires ability to travel in the performance of duties, with overnight stays as appropriate. Requires appropriate, valid driver’s license.
2. Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This requires the ability to work evenings and weekends.
3. Requires a criminal history check through the Illinois State Police.
4. Requires the ability to obtain and maintain Secret Security Clearance.
5. Essential Personnel: This position may be designated as essential personnel. Essential personnel must be able to serve during continuity of operation events without regard of declarations of liberal leave or government disclosure due to weather, protest, and acts of terrorism or lack of funding.Work Hours: Monday-Friday 8:30am-5:00pm
