      These Interdisciplinary positions serve as a Regional Geospatial Coordinator and advisor on matters relating to Geographic Information System (GIS) activities with the BIA-Central Office, Office of Trust Services, Division of Resource Integration and Service, Duty Station TBD upon selection. Positions are Remote Eligible; however, final determination of the Duty Station/Location will be made by Management. If reporting to an office location, telework may be eligible as determined by management.

      Duties

      • Provides oversight and coordination of program efforts for geospatial support, services and direction for multi-disciplinary data input for assigned Region.
      • Assesses and determines management needs for the implementation and collaboration of GIS data and resources related to natural resources activities and functions.
      • Develops and implements a regional GIS management plan for extending and transferring the system concept, processes and products to support goals and objectives.
      • Designs, develops, and manages geospatial data standards and database management systems as it relates to GIS software and applications.
      • Develops, manages and monitors projects as they relate to geospatial information usage, requirements and management planning, conducts periodic surveys to determine the effectiveness in relation to national geospatial standards.
      • Works directly with national, regional and tribal organizations to aid and facilitate the collection and maintenance of accurate and current data.
      • Prepares and presents scientific and technical reports from research that leads to the development and implementation of new methods, procedures, techniques, and applications of state of the art mapping and scientific systems and geospatial data.
      • Digitizes mapped information and provides a strategy for automation of regional trust data.
      • Coordinates consistent region wide training opportunities and curriculum and assesses training needs and deficiencies.

      Qualifications

      EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Professional and Scientific Positions, and Individual Occupational Requirements for GS-1370: Cartography Series; GS-0150: Geography Series; and GS-0401: General Natural Resources and Biological Science Series).

      BASIC REQUIREMENTS FOR GS-1370 CARTOGRAPHY :

      Degree: cartography or a major that included or was supplemented by at least 30 semester hours in cartography and/or directly related science, and related mathematics. Such course work includes, but is not limited to, cartography, astronomy, geodesy, photogrammetry, physical and geological oceanography, computer science, land surveying, geophysics, physical geography, and remote sensing. The 30 semester hours must have included at least 6, but no more than 15, semester hours of college level, non-business mathematics or statistics (i.e., college level algebra, trigonometry, calculus, or scientific mathematics or statistics requiring equivalent college-level courses as prerequisites.

      - OR -

      Combination of education and experience-courses equivalent to a major in cartography, or a major that included or was supplemented by at least 30 semester hours in cartography, and/or directly related science, and related mathematics, as shown in A above plus appropriate experience or additional education.

      BASIC REQUIREMENTS FOR GS-0150 GEOGRAPHY:

      1. Degree: geography; or related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning that included at least 24 semester hours in geography or related fields.

      - OR -

      2. Combination of education and experience: courses equivalent to a major in geography, or a related field that included at least 24 semester hours in geography or related fields, as shown in A above, plus appropriate experience or additional education.

      BASIC REQUIREMENTS FOR GS-0401 NATURAL RESOURCES:

      A. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate for the position.

      - OR -

      B. Combination of education and experience-Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

      ADDITIONAL EXPERIENCE REQUIRED FOR ALL SERIES : In addition to meeting the basic entry level qualification requirements, applicants must have the following:

      GS-12: One year of specialized experience or the equivalent, comparable to at least the GS-11 in the Federal Service (obtained in either the public or private sector). Specialized experience in geospatial projects that involved analyzing agricultural, soil, biological, ecological, and/or resource inventory programs issues/trends AND experience in applying, analyzing, coordinating Geographic Information System (GIS) and/or Global Positioning Systems (GPS) technologies.

      GS-13: One year of specialized experience or the equivalent, comparable to at least the GS-12 in the Federal Service (obtained in either the public or private sector). Specialized experience in managing, directing or coordinating a large-scale geospatial program for multiple entities across multiple legal jurisdictions to analyze agricultural, soil, biological, ecological, and/or resource inventory programs issues/trends; AND experience managing public lands and experience with geospatial analysis (e.g., Geographic Information System (GIS) and/or Global Positioning Systems (GPS) technologies).

      Additional information

      All new hires earn the beginning salary of their pay grade (Step 1). See 2023 Salary Tables and select the pay chart for Anywhere in the U.S. (remote job).       The full performance level of this position is GS-13.       This position has been designated as an Incidental Operator under the Indian Affairs Motor Vehicle Safety Program and requires the incumbent to operate a motor vehicle in order to properly carry out his/her assigned duties but whose principal duties are not operating a motor vehicle and his/her position is not classified as a motor vehicle operator. The incumbent will be required initially and annually to acknowledge and certify possession of a valid state driver's license.

      VOLUNTARY SEPARATION INCENTIVE PAYMENT: Former Federal Employees are required to indicate whether they received a Voluntary Separation Incentive Payment (VSIP) buyout in their previous employment with the Federal government, and are required to submit a copy of the applicable Notification of Personnel Action (SF-50) regarding the VSIP. Most individuals who accept reemployment with the Federal government within 5 years of receiving the VSIP amount, must repay the gross amount of the separation pay prior to reemployment.
