- Collecting and analyzing composite market data, including information from regional suppliers, translating complex findings into easy-to-understand and clear recommendations, market landscape analyses, and roadmaps of key vaccine markets
- Supporting work on the development of market influencing frameworks, policies, and strategies through rigorous research and analyses, including an in-depth review of vaccine pricing strategies, novel financing and risk-sharing approaches, and exploration of alternative mechanisms for procurement of public goods.
- Supporting development and implementation of a roadmap/strategy for potential future technical support to regional vaccine manufacturers.
- Supporting the development of RF improvement project briefings, coordinating stakeholder engagement, and updating presentations and technical documents.
- Supporting the planning and implementation of a re-design/update to PAHO-173 based on the needs of country users, including the development of an online platform.
- Assisting with the preparation of technical documents and training materials for demand forecasting and stock monitoring tools, as required.
- Supporting development and implementation of joint demand planning efforts with mainly self- procuring Member States.
- Identifying mechanisms to leverage existing platforms for better dialogue with countries on product preference and demand.
- Supporting efforts for digitization of PAHO-173 and establishment of the customer portal.
- Contributing to the development of product catalog profiles for PAHO RF.
- Conducting a desk review and support in the mapping and engagement of partners to synthesize existing experience in immunization cost efficiencies.
- Conducting ad-hoc analyses and convening relevant experts to propose potential roadmap activities, including capacity-building strategies for countries.
- Supporting in drafting the roadmap and revising with internal feedback.
- Analyzing immunization financing situation in PAHO Member States and generating information for overall access and affordability efforts
- Identifying, analyzing, and disseminating resource mobilization opportunities with regional and global donors to further promote PAHO RF planned activities.
- Supporting the development of donor proposals and coordinating donor meetings on selected projects.

Full timePURPOSE OF CONSULTANCY
A PAHO Consultant may be engaged on a full-time or part-time basis for the purpose of performing a specific time-limited piece of work for PAHO in a technical advisory capacity or consultative capacity. Examples of the type of work for which a consultant contract should normally be issued are: analysis and advice on public health, medical, scientific or other health and related technical issues in countries, including the analysis of the national health situation, evaluation of national health programs, the establishment of local alliances and networks; direct technical assistance to address a particular health issue in countries (including disease outbreaks, response to emergencies, specialized training, research, development of policies, norms and protocols, etc.
Internationally-hired consultant: An internationally-hired consultant is a person who is not living or residing in the country and who has been hired from outside the country where the work is to be performed. The work performed by internationally-hired consultants is regional or subregional in scope (not country specific). An international consultant will normally be hired for periods not exceeding a continuous duration of up to one (1) year, renewable for a second period of up to one (1) year, for the same tasks as described in the ToRs, within the same work plan and/or project. Upon completion of a series of continuous contracts that equal 24 months in duration.
Pay Band B-Middle level is applicable cases where the work is at a level equivalent to work at the P.3/P.4 levels. This pay band should be used for work that requires a number of years of first-hand technical experience in the subject matter area of work

PURPOSE OF THE CONSULTANCY
Under the general guidance of the Chief of the Revolving Fund for Access to Vaccines Unit (RRF/RF) and the direct supervision of the Supply Chain Advisor, the consultant would be responsible for the below duties under the following categories:
Scope of work :
Under the general guidance of the Chief of the Revolving Fund for Access to Vaccines Unit (RRF/RF) and the direct supervision of the Supply Chain Advisor, the consultant would be responsible for the below duties under the following categories:
1- Contributing to PAHO Revolving Fund’s (RF) Market Analysis and Shaping Strategy by updating the market shaping strategy, including planning and executing engagement of internal and external stakeholders to review and update the strategy.
Deliverable: Monthly updated market analysis report and contributions to pricing, financing, risk sharing, and procurement strategies and approaches.
2- Contribute to the strengthening of demand forecasting and stock monitoring tools:Deliverables: Recommendations for continuous improvement of the customer portal and product catalog profiles to ensure alignment of the tools with demand analysis and programmatic and technical guidance.
Contributions to the joint demand plan with self-procurement MS as needed.
3- Contribute to the development of a road map for total immunization cost efficiencies assessment for PAHO RF:Deliverable: Recommendations for cost efficiencies in the total immunization costs or draft roadmap integrating contributions from internal stakeholders.
4- Resource mobilizationPerform other related responsibilities, including replacing and/or backstopping as needed.
REQUIRED QUALIFICATIONS
Education :
Essential: A bachelor’s degree in health sciences, business administration, public administration, economics, industrial engineering, or any other relevant field from a recognized university.
Desirable: Master’s degree in a relevant field would be an asset
Experience :
Essential: At least three years of relevant working or research experience in relevant areas like health products market analysis, planning for health programs, project management and budgeting, health policy research, and economic or public policy analysis.
Desirable: Experience in vaccine market analysis and with international organizations would be an asset.
Use of language skills :
Very good knowledge of English. Knowledge of Spanish or Portuguese would be an asset.
Work schedule :
Full-time, incumbent should follow Washington DC work schedule

12 months
Pay rate:
$5,166 - $6,273.00
