SUMMARY
GRTC Transit System in Richmond, Virginia is currently seeking qualified candidates for a Lead Supervisor position. The Lead Transportation Supervisor position will assist with providing field oversight to ensure quality control of the Transportation Department. The position will ensure operating rules and regulations are followed and that the labor contract is adhered to. This position will assist in staff development and work with the Assistant Chief of Transit Operations to coordinate operator training and re-training. The successful candidate will display excellent leadership and managerial qualities, along with sound decision-making ability. Only current employees will be considered.

Alternate schedule flexibility, to include nights and weekends, is required. Availability to respond to emergencies and special events also required.
JOB DESCRIPTION
Under general direction of the Assistant Chief of Transit Operations, the lead supervisor will assist with providing field oversight to ensure quality control of the department. This position will ensure that operating rules and regulations are followed and that the labor contract is adhered to. This position will assist in staff development and work with the Assistant Chief of Transit Operations to coordinate operator and supervisor training and re-training.
Essential Duties and Responsibilities
Other duties may be assigned.
• Directly support the Assistant Chief of Transit Operations with managing all daily activities within the Transportation Department.
• Assists with managing and providing leadership to a group of approximately 26 fulltime and 3 part-time transit supervisors. Ensures that the supervisors receive proper training and that they meet performance standards.
• Assists with facilitating training for all new and current supervisors.
• Assists in the mentoring, coaching and disciplining of all supervisors and bus operators.
• Informs the Assistant Chief of Transit Operations of all activities impacting the Transportation Department.
• Creates supervisor checklists for Dispatch and Board Builder.
• Provides direct oversight of the street operations to ensure that department and labor agreement provisions are adhered to and daily operations are maintained in a quality manner.
• Provides street assistance to supervisors as needed.
• Monitors the location of supervisor to ensure appropriate coverage and that supervisors are adhering to schedules.
• Communicates to the Assistant Chief of Transit Operations immediately when regulations and/or labor agreement provisions are not being adhered to. Recommends discipline.
• Provides assistance at accident scenes as needed. Ensures that all post-accident drug/alcohol testing adheres to and is in accordance with FTA regulations.
• Provides direct oversight regarding situations that involve acts of violence against operators.
• Assists with special events and projects, such as HASTUS support and training; development of training programs for new supervisors and dispatchers; development of procedural manuals; and the coordination of operator re-training and new service training.
• Oversees the operators’ bookings and vacation pull.
• Checks and verifies that Supervisor and Operator DOT Medical Examiner’s cards are up-to-date and CDL Licenses are valid.
• Maintains effective working relationships with Operators, Supervisors, and Maintenance personnel.
• Monitors daily operator sick list & no-shows and reports information to Assistant Chief of Transit Operations.
• Assists with managing and implementing performance evaluations for the transit supervisors.
• Prepares clear and concise reports and documentation as required.
• Effectively and efficiently addresses operational and staffing issues and implements solutions.
• Performs other duties as assigned.
SUPERVISORY RESPONSIBILITIES
• Supervises over 270 operators, 26 fulltime and 3 part-time transit supervisors.
• Provides oversight and quality control to ensure that all field supervisors and dispatchers are adhering to department rules and regulations and provisions of the labor agreement.
• Exercises discretion and independent judgment with regard to department operation.

• Knowledge of all aspects of transit operations and safety programs.
• Knowledge of Federal, State, and local laws and regulations pertaining to the transit industry.
• Knowledge of the service area geography and of types of equipment.
• Knowledge of principles of supervision, motivation and counseling.
• Considerable knowledge of GRTC policies and procedures, rules and regulations affecting transit operation.
• Knowledge of union contract provisions, especially those affecting operators' hours and pay.
• Ability to speak clearly and concisely, to understand views and concerns of others, to operate a radio system, to solve operator problems and to take effective action in emergencies.
• Knowledge of all routes, transfers rules, fare structure, and operating procedures.
• Knowledge of mechanical alarm, emergency and accident procedures and policies.
• Must display sound decision-making.
• Knowledge of the Drug & Alcohol Policy and regulations.
• Excellent oral and written communication skills required.
• Excellent interpersonal skills required.
Education and/or Experience
• High School education required; college degree preferred.
• A minimum of Five (5) years of transit supervisory experience required.
• Valid Virginia drivers’ license and CDL required.
• Proficient PC skills
• Intermediate proficiency with Microsoft Word, Excel and PowerPoint required.
