      This position is located within the Education Service at the VA Medical Center (VAMC) in Beckley, WV. The Librarian serves as the expert professional information specialist and has full delegated authority and responsibility for developing, managing and administering a comprehensive library program and overseeing all aspects of daily operations of the libraries (including both Medical and Patient Education Libraries, plus library services/resources for satellite clinics) for the Beckley VAMC.

      Qualifications


      In order to qualify for this position, all applicants must meet one of the basic requirements below:

      1)Completion of one (1) full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree. NOTE: You must submit transcripts with your application. Education will not be credited without documentation. ~OR~

      2) A total of at least five (5) years of a combination of college-level education, training, and experience. NOTE: To qualify on this basis, you must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services. You must submit transcripts with your application. Education will not be credited without documentation. Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. ~AND~

      To qualify for this position at the GS-12 grade level, you must meet the following requirement:

      GS-12 Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-11) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of a Librarian, and that is typically in or related to the work of the position to be filled. Specialized experience includes performing, analyzing or directing one or more of the functional areas of a library; understanding the structure of the scientific/technical/medical (STM) publishing industry; managing library collections; providing reference services; managing educational databases; participating in local, regional, and national information networks; and, conducting searches and advising staff on the development of search strategies in connection with their research and clinical practice. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week.

      IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

      Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

      Physical Requirements: Work is primarily sedentary, although some slight physical effort may be required including walking, standing, bending, stooping and reaching in the stacks and lifting moderately heavy (up to 50 pounds) materials. The person in this position will be required to make periodic visits to other facilities, local community organizations, training sites and other locations.
