Lead Inclusive Licensing Operations: Direct all aspects of licensing, ensuring streamlined, equitable workflows and resource allocation. Review applications and project progress while implementing work methods that support fair and accessible licensing practices.
Staff Management & Development: Hire, onboard, and train licensing staff, fostering an inclusive work environment. Assign work, monitor performance, conduct reviews, and ensure adherence to DEI principles in alignment with agency policies.
Fiscal & Budget Oversight: Manage accounts payable/receivable, assist in budget planning, and ensure fiscal accountability, with attention to fair and transparent resource distribution.
Customer Service Excellence: Address complex customer issues, promote inclusive customer service practices, and positively represent the agency in all interactions.
System & Data Improvement: Drive data quality initiatives, lead system enhancements, and support best practices that ensure equitable service delivery.
Outreach & Engagement: Develop partnerships with Oregon universities, create training programs for staff and stakeholders, and engage in outreach to promote a diverse, equitable , and inclusive mental health regulatory community.
Inclusive Leadership: Demonstrated commitment to advancing equitable outcomes by valuing diversity and actively promoting inclusion across all operations. Skilled in creating an environment where diverse perspectives are encouraged, and equitable processes are integrated into decision-making, outreach, and partner engagement.
Knowledge of Government Operations: Understanding of Oregon state government structure and operations.
Regulatory Application Skills: Proficiency in interpreting and applying Oregon Administrative Rules, Revised Statutes, and regulatory directives.
Business & Management Acumen: Expertise in strategic planning, resource allocation, service delivery, performance measurement, and process improvement.
Leadership & Staff Development: Skilled in team building, coaching, mentoring, conflict resolution, and performance management.
Communication Proficiency: Exceptional written and verbal communication abilities.
Relationship Building: Ability to establish and maintain effective working relationships with public stakeholders, licensees, board members, and legal professionals using tact and diplomacy.
Time Management Skills: Capability to handle multiple high-priority projects and deadlines efficiently.
Analytical & Problem-Solving Skills: Strong analytical skills for effective decision-making and solution development.

As the Licensing Manager with MHRA, you’ll play a vital role in the licensing and regulation of mental health professionals who serve communities across the state.
The Mental Health Regulatory Agency (MHRA) protects public health and safety in Oregon by overseeing licensing and regulatory functions for mental health professions. MHRA administers regulatory processes, enforces standards, and collaborates with various stakeholders, including state agencies and educational institutions.
What You’ll Do
In this role, you’ll oversee licensing operations for over 11,900 professionals with the Oregon Board of Psychology (OBOP) and the Oregon Board of Licensed Professional Counselors and Therapists (OBLPCT). You’ll ensure compliance with state and federal regulations, promote inclusive and equitable practices in licensing, enhance fiscal and customer service operations, and drive system improvements. By fostering partnerships with universities and professional organizations, you’ll help keep the agency at the forefront of mental health regulation and support a diverse, equitable , and inclusive professional community.Key Responsibilities
