      This supervisor position is responsible for the overall operational planning, direction, supervision and coordination of School Base services.
      • Supervisor is responsible for providing direct services in a multi-service, School Based Program.
      • Supervisor is responsible for supervising five caseworkers located off-site within the assigned school district.
      • Job duties include supervision of caseworkers completing C&Y intake referrals and school-based referrals.
      • Supervisor is responsible for evaluation, assessment, and distribution of intake referrals received directly from C&Y to caseworker staff. Supervisor is also responsible for evaluation, assessment, and distribution of referrals received directly from the schools to casework staff.
      • Supervisor is responsible for developing a cooperative and productive working environment with school personnel including, but not limited to, developing professional relationships and collaboration with principal(s), teachers, faculty, staff, law enforcement, and Juvenile Court staff.
      • Supervisor must collaborate and network with area agencies also located within the school setting, or the local community, for referral purposes. Supervision of staff ensuring professional working relationships with service providers is essential.
      • C&Y intake casework duties include, but are not limited to, the following tasks under the direct supervision of the School Based Supervisor:
      1. Receipt and investigation of reports of neglect/abuse, either directly from the C&Y agency or through referrals from the schools
      2. Investigation of allegations of abuse/neglect covered by the Child Protective Services law.
      3. Investigation of allegations of drug and alcohol abuse, relationship problems including physical violence, physical and mental disabilities, and their affect on children. Investigation of truancy, parent/child conflicts, adolescent pregnancy, and sexual acting out.
      4. Determine if cases need to be assigned for ongoing services or can be case managed by school-based casework staff.
      5. Responsible for paperwork completion to open cases for ongoing services and assignment of cases to ongoing staff.
      6. Provide supervision for Court-related activities.
      7. Meet in regularly scheduled weekly conferences with each worker, as well as on an as needed basis, in relation to specific case situations.
      8. Supervisor must attend and participate in various trainings to enhance skills in all aspects of child abuse, supervision, and staff training.
      9. Supervisor approves staff attendance at various training programs to enhance their skills in the assessment, evaluation, and service planning in child protective services.
      10. Other duties as assigned.
      Supervisor is responsible for identifying school district needs, community needs, and developing appropriate services to address needs. Supervisor reports to C&Y Social Services Coordinator and is required to maintain statistics regarding School Based servicowledge of the basic principles of supervision


      • Knowledge of the basic principles of supervision.
      • Knowledge of current case management and social work principles, practices, and methodology.
      • Knowledge of individual and group behavior and methods used in working effectively with children, youth and families, people who are mentally disabled, people who are physically challenged, and others.
      • Knowledge of the basic principles and methods of program interpretation and community organization.
      • Knowledge of the rules, regulations, policies, and procedures which relate to the provision of social services.
      • Knowledge of current social, economic, and health problems and available resources.
      • Ability to plan, organize, and supervise the work of a professional and non-professional social service staff.
      • Ability to analyze, interpret, and evaluate case records and recommend sound courses of action.
      • Ability to orient and train subordinates on rules, regulations, policies and procedures and provide technical assistance.
      • Ability to establish and maintain effective working relationships with clients, families, agency staff, community service agencies and facilities, and the general public.
      • Ability to make clear and pertinent statements orally and in writing.

      ELIGIBILITY: ALL CANDIDATE(S):

      1.) Must meet the minimum experience and training (METS) required for the job. The METs for this position are:

      • Two years of professional experience in public or private social work and a bachelor's degree with major course work in sociology, social welfare, psychology, gerontology, criminal justice, or other related social sciences; OR
      • Any equivalent combination of experience and education which includes 12 college credits in sociology, social welfare, psychology, gerontology, criminal justice, or other related social sciences.

      2.) Be a resident of Pennsylvania.

      3.) State Civil Service Commission Approved Additional Special Requirements: None

      4.) Be eligible for selection in accordance with merit system employment regulations.

      ELIGIBILITY - COMPETITIVE PROMOTION WITHOUT EXAMINATION ONLY: CLASS RESTRICTIONS:

      1.) Have held regular civil service status in the following classification:

      - County Caseworker 2

      SELECTION CRITERIA:

      1.) Meet the minimum experience and training required for the job.

      2.) Meritorious Service - defined as:

      • The absence of any discipline above the level of written reprimand during the 12 months preceding the closing date on the posting,

      • The last due overall regular or probationary performance evaluation was higher than unsatisfactory.

      3.) Seniority - a minimum of one year in the next lower class(es) by the closing date of this posting 03/12/2024.
