      The Department of the Secretary of State, Maine State Archives is seeking candidates for a Management Analyst I (MA 1) position for the Records Management Division.

      The Maine State Archives strives to provide knowledgeable support and guidance to state agencies to meet their Records Management needs. The mission of the Maine State Archives is to make the operations of state and local government more efficient, more effective, and more economical through records management by retaining records per approved retention schedules and preserving the permanent historical records of Maine.

      This Management Analyst I position is responsible for overseeing the daily operations of our Records Center which provides storage for temporary state records. This position also provides training, policy oversight, and agency guidance on Records Center practices. This position coordinates records storage procedures, including transfer, retrieval, and destruction of state records. Duties also include evaluating work activities, preparing reports, and developing/presenting training materials.

      This position will oversee, monitor, and assign the work of subordinate employees. The MA I reports directly to the Management Analyst II and is required to work Monday - Friday.

      REPRESENTATIVE TASKS:

      • Oversees and supports subordinate staff in daily work of records storage and retrieval.
      • Develops training materials for state agencies.
      • Develops Records Center standards and procedures
      • Consults with state agencies regarding management of records, including appropriate storage and transfer protocols
      • Oversees daily operations at State Records Center including record transfer, retrieval and destruction.
      • Oversees general facility maintenance and operations.
      • Generates communications, reports, and statistical data for management reporting.

      KNOWLEDGES, SKILLS & ABILITIES:

      • Knowledge of the theories, principles and practices of public administration, organization, work flow, personnel management and financial procedures.
      • Knowledge of data collection and interpretation methods and techniques.
      • Knowledge of methods and techniques of analysis, work simplification, and forms.
      • Knowledge of current developments in systems analysis and applications.
      • Knowledge of information management systems.
      • Ability to gather, assemble, calculate and analyze facts and draw valid conclusions.
      • Ability to analyze and interpret laws, rules and regulations.
      • Ability to communicate effectively.
      • Ability to write clearly and effectively.
      • Ability to work in a warehouse setting.
      • Ability to occasionally lift 40-pound boxes, climb ladders and move full pallets with a hand truck.

      MINIMUM QUALIFICATIONS

      • Six (6) years of education, training, and/or experience analyzing, evaluating, and/or developing improvements to organizational and/or managerial systems, programs, and practices. Preference will be given to those who possess experience, education, and training in records management.
