- Public accounting experience helpful.
- Several years of experience performing accounting functions using ERP software (e.g., SAP) and/or having gone through the process of a major accounting software conversion.
- Knowledge of budget preparation techniques; at least two (2) years’ experience with the budgeting processes for large capital or operating budgets (in excess of $50 million annually).
- 1+ years’ experience in bond accounting (fixed and variable).
- Working for a company that does grant accounting with grants in excess of $500,000 annually and familiar with the filing requirements of a Single audit OMB Circular A-133.
- At least 2 years of experience in cash forecasting and/or investment management.

Basic Purpose of Position:
Manages and has supervisory responsibility over all accounting functions of the Authority including accounts payable, accounts receivable, fixed assets, grants, cash/investment management, and debt management to maintain the integrity of the accounting records of DRPA in accord with GAAP, government regulations, and internal policies. Provides advice, counsel, and support to all DRPA and PATCO departments on financial matters including contracts, capital budgets and grants. Prepares and provides information for quarterly and year-end financial statements, schedules and supplementary information.

Major Responsibilities and Duties
DESCRIPTION OF TASK
1.
Delegates and reviews work of direct reports. Monitors their progress, develops performance and cross training goals, trains and coaches them. Conducts periodic meetings to assess performance, communicates strategic goals, initiatives and expectations and plans for changes in the existing work environment. Creates and updates SOPs for the Manager of Accounting position.
2.
Oversees daily activities of accounting functions for DRPA and ensures that staff comply with existing operational procedures, divisional initiatives, GAAP, and government regulations. Prepares and updates accounting policies and procedures in response new accounting and financial reporting rules and audit findings. Oversees, reviews, and edits all SOPs related to the accounting functions handled by the staff they directly or indirectly oversee.

Oversees preparation of monthly and quarterly reports to the Board, reports to banks, and quarterly financial statements. Oversees preparation of ad-hoc reports for executive staff, internal and external parties and the Board. Maintains and tracks financial information regarding economic development activities.

Directs the preparation of the Annual Comprehensive Financial Report . Oversees the preparation of the financials, footnotes, Management Discussion and Analysis, and statistical section of the Annual Comprehensive Financial Report Puts together the Schedule of Federal Awards, responds to grant related inquiries and pulls together necessary documentation for the Single Audit Report. Ensures required filings are complete and timely.

Manages the reconciliation of all financial records and accounts (i.e., bank statements, accounts payable, fixed assets and general ledger accounts). Maintains all accounting records. Provides guidance on the proper coding of financial transactions. Oversees account activity to identify and correct mis statements. Prepares reports to analyze and illustrate prior financial activity related to capital expenditures and to verify outstanding vendor commitments. Develops other ad-hoc reports as needed.

Acts as the lead liaison between the DRPA and the external auditors for the year-end audit. Meets with outside auditors and OIG, helps to coordinate the report generation and documentation requirements of the other staff, responds to requests from auditors for information, assigns staff to assist with audit requests and works with external auditor to finalize the audit. Provides responses to audit findings and develops a plan to address any auditor recommendations (both internal and external).Works with external auditors and other bond professionals (e.g., financial advisors) to finalize any accounting related schedules necessary for bond issuance and records the transaction accordingly in the accounting system.

Manages financial software system and consults with IS on system maintenance. Coordinates the interface with IS for systems that support financial records, general accounting, and general ledger to ensure system accuracy. Collaborates with IS and outside vendors and consultants to resolve problems regarding DRPA’s accounting systems and to implement enhancements.

Manages and maintains chart of accounts, approval queues for purchase orders, requisitions, and journal entries and cash receipts. Performs the procedures to close out POs with zero balances, close and open new accounting periods, close out income statement accounts to equity, roll forward balance sheet account balances for the new year and add or remove users from approval queues.

Manages the accounts payable/receivable functions, including the maintenance of necessary accounting controls. Reviews and approves invoices/payable vouchers and purchase requisitions related to capital and grant expenditures. Reviews journal entries prepared by staff for accuracy. Oversees the review of large capital project expenditures for terms of grant funding and coding to ensure that the expenditures are accurately captured for accounts payable and general ledger processing.

Directs movement of funds between bank and investment accounts and Revenue and General Funds. Supervises cash management function to insure proper funding of debt service and revenue fund transfers to general fund. Ensures that appropriate reporting is made within the federal government ECHO grant system and that appropriate drawdowns are made against the appropriate grants to fund appropriate capital. Ensures that appropriate grant records are entered for annual audit purposes and in preparation for the triennial FTA audit.

Establishes and maintains records and accounts by fund to meet the requirements set forth in the Authority’s bond indentures/resolutions to ensure the timely funding of interest and principal payments due on bonds. Records all related interest income and expenses, amortizes bond discounts and premiums and prepares schedules for inclusion in quarterly and annual financial reports.

Assists the Director of Finance and performs the duties of the Director in his/her absence. Assists in the development and evaluation of RFPs/RFQs related to the finance group. Provides advice and counsel on financial matters to all DRPA/PATCO departments and responds to questions from departments, including CFO and CEO and other senior managers.
13.
