      Summary

      The incumbent serves as a Master Industrial Operations Analyst (MIOA) within the Supplier Management Division, Office of Acquisition Management, Federal Acquisition Service (FAS).

      Location of position: GSA-FAS-Professional Services and Human Capital Portfolio. This position is virtual/full-time telework

      We are currently filling one vacancy, but additional vacancies may be filled as needed.

      Duties

      This position will be in GSA, Federal Acquisition Services (FAS), Professional Services and Human Capital (PSHC). The Office of Professional Services and Human Capital Categories (PSHC) is responsible for the strategic leadership, oversight, and management of FAS's professional services, human capital services, and charge card management programs and contracts.

      • Risk Assessment Analyze, monitor and assess risks associated with contractor processes, systems and products to ensure consistency with contractual requirements resulting in mitigation of contract compliance risks.
      • Contract Compliance Advocate Proactively and independently, manage the most complex contractual compliance issues.
      • Problem Prevention and Resolution Identifies, investigates and reconciles potential and actual contract violations.
      • Customer Relationship Management Develops effective working relationships with clients and maintains these relationships throughout projects, keeping clients advised of problems, solutions and developments on projects as they progress.
      • Initiates Business Process Improvements Identifies and corrects problems for the betterment of all activities. Finds and implements ways to eliminate or reduce barriers, promotes team building within FAS and improves business practices. Serves as project lead for teams of FAS-wide subject matter experts e.g., Administrative Contracting Officers, Industrial Operations Analyst, Attorneys, etc. to solve quality assurance and contractual compliance issues and to identify and correct problems.

      • Serve a one year probationary period, if required.
      • Undergo and pass a background investigation (Tier 2 investigation level).
      • Have your identity and work status eligibility verified if you are not a GSA employee. We will use the Department of Homeland Security's e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.
      • Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position
      • Participate in the Continuity of Operations Plan (COOP), which includes attending meetings and planning activities; and carrying out mission-critical work at a designated location other than your primary work site (which may be outside of your commuting area).

      The GS-13 salary range starts at $105,383.00 per year.

      To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service.

      Specialized experience is experience performing risk assessment, contractual compliance, quality assurance and initiating business process improvements that validate contract requirements and assure the quality of products and services acquired.
