      CITY OF MYRTLE BEACH, SOUTH CAROLINA

      CLASSIFICATION DESCRIPTION

      CLASSIFICATION TITLE: MINISTERIAL RECORDER

      PURPOSE OF CLASSIFICATION

      The purpose of this classification is to perform judicial, administrative and clerical work to provide support and assistance to the City of Myrtle Beach Municipal Court under the supervision of the Clerk of Court. This position functions as a judicial officer within the scope and limits of the Court under the authority of the chief judge. A ministerial recorder is a Judge with limited powers.

      ESSENTIAL FUNCTIONS

      The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

      Receives bond and fine monies; prepares receipts; balances cash drawer; prepares daily bank deposits.


      Types, prepares, and issues arrest, search, and bench warrants; determines probable cause; types subpoenas for court; prepares and sends out jury listing, notices, and rosters; types letters; records check; Non-Resident Violator Compact (NRVC)suspension notices as required and according to established laws, processes and procedures.


      Assists defendants with requests for continuance, jury trial requests, public defender applications and preparing restitution orders for the trial judge.


      Conducts interviews with public for issuance of Courtesy Summons Warrants.


      Accepts and sets bonds according to established laws, processes and procedures.


      Copies booking cards and other documents in accordance with established guidelines and laws.


      Assists in the operations of the court, including record keeping, filing, collection of fines and other court related functions. Answers telephone; provides assistance to caller or forwards caller to appropriate person; takes messages as needed; provides court related information to the public.


      Enters a variety of court related information into computerized system; enters citations, disposes and balances court dockets; enters parking tickets; processes estreatments and expungements; pulls juror information and enters into computer; writes off tickets.


      Receives and processes departmental mail in a timely manner.


      Assists judges during bond hearings and court; communicates with other agencies and departments to obtain information about cases.


      Maintains a filing system for upcoming court dockets. Requires alpha-numeric recognition to maintain a filing system for upcoming court dockets. Processes disposition requests, receives and files orders, motions, and various requests from attorney and pro se defendants received via fax, mail, or email. Preparing and organizing the plea docket and all other court dockets.


      Attends meetings and training seminars.


      Maintains court schedule; sends notices for continuances, motions, and jury trials to defendants and attorneys; attends court if needed.


      Maintains positive customer-focused relationships with co-workers, supervisors, agencies, the general public and all other internal and external customers. Demonstrates appropriate customer service skills.


      Operates a personal computer, typewriter, adding machine, copier, facsimile machine, telephone, printer, or other equipment as necessary to complete essential functions, to include the use of word processing, spreadsheet, database, or other system software.


      Actively seeks and maintains current knowledge of laws and changes in laws that affect rules, regulations, and operations of the Municipal Court.


      Attend Judicial Orientation School, pass any required testing, attend/complete CLE requirements.


      Comply with Judicial Canons of South Carolina and with any procedures promulgated by the SC Supreme Court, Court Administration, Chief Judge, or Clerk of Court.


      Maintain a climate of mutual respect, courtesy, and professionalism toward co-workers, other city departments, and the general public. Must get along with co-workers, engage in civil work-related conversation, engage in job-appropriate conversation, and not attack, harass, annoy, or engage in childish, adolescent behavior/conversations. Staff is not to conspire against other co-workers or discuss their complaints about co-workers with anyone except management.


      ADDITIONAL FUNCTIONS


      This job requires a periodic shift & weekend rotation. Evening, night, holiday and weekend work will be required as needed.

      Employees may be required to be on-call after hours.

      Performs other related duties as required, requested and assigned.

      High school diploma or GED; supplemented by one (1) year of experience in customer service, cashiering, or legal operations. Position requires attendance at Judge’s school. Must obtain and maintain Judge certification and National Crime Information Center (NCIC) certification within 12 months of hire into the position of ministerial recorder. Valid drivers’ license required.

      ADA COMPLIANCE

      Physical Ability : Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (5-50 pounds). Tasks may involve extended periods of time at a keyboard or work station.

      Sensory Requirements : Some tasks require the ability to perceive and discriminate sounds and visual cues or signals. Some tasks require the ability to communicate orally.

      Environmental Factors : Essential functions are regularly performed without exposure to adverse environmental conditions.
