      Job Summary:


      The National Proposal Consultants manage multiple simultaneous renewal requests independently or as a part of a team for Regional and National Accounts, and respond to requests for information (RFIs), periodic surveys by major employee benefit consulting firms, and inquiries from Kaiser Permanente (KP) staff and outside publishers. In the process, National Proposal Consultants at various levels develop and communicate the information and the market positioning of Kaiser Permanente. National Proposal Consultants provide customer-centric answers to frequently asked questions, and review answers provided by all Kaiser Permanente Regional Health Plans to ensure quality. The National Proposal Consultant will also undertake a number of critical projects essential to support the sales and marketing needs of the business while working independently or in collaboration with Sales, Marketing, Underwriting, Actuarial, Product, and other Health Plan and Medical Group professionals.





      Essential Responsibilities:



      • The National Proposal Consultant II will work with multiple Executive Account Managers, National and Regional Underwriters, Regional Account Managers, and Sales Directors, and other proposal professionals on rate requests, Requests for Proposal, and Request for Information from Regional and National Customers/prospects.

      • Identify business issues related to requests for information and proposals from employers and their consultants. Provide Health Plans with an enterprise perspective on employers, including enterprise answers and comparisons of local answers.

      • Successfully contribute or lead efforts to win new business and retain existing Regional and National Accounts for KP and affiliates.

      • Develops comprehensive and compelling responses to RFP/RFI requests that effectively position, differentiate, brand, and promote our diverse range of products and services. Partner with content developers in business marketing communication and more senior consultants to align messages from an enterprise perspective.

      • Manage and develop multiple RFPs/RFIs of low to medium complexity simultaneously for renewing National and Regional Accounts, which includes: documenting and disseminating employer requirements to Regional Health Plans; collaborating independently with account staff, underwriters, subject matter experts, and local market proposal managers to ensure constant communication regarding the status of RFPs, roles and responsibilities, market specifications for proposals, and successful outcomes from proposals; set timelines and negotiate deadlines both internally and externally; procure missing information, review, edit, and rewrite as necessary; ensure that information not approved by leadership is not released; contribute to the submission of rate proposals and supporting documents to group customers; coordinate and submit follow-up information/materials as needed.

      • Ensures proposals meet specifications and are complete, accurate, consistent, customer centric, and are

      • Contributes to and at times facilitates cross-functional, cross-regional teams to identify key strategic and tactical issues, create solutions, and implement actions regarding RFPs/RFIs.

      • Supervise and mentor junior staff and oversee the production of proposals and surveys.

      • The National Proposal Consultant II will contribute as a team member on large complex RFPs and projects.

      • Designs research plans for data gathering analysis and evaluation.

      • Takes lead in analyzing data and developing recommendations and actions plans.

      • Accountable for producing project documentation for more senior consultants and Proposal Managers and other key clients to share project outcomes and best practices.

      • The National Proposal Consultant II will contribute to and at times plan and facilitate cross-functional meetings, and occasionally make formal presentations to various audiences.
