Outside Plant Technician

Overview : The successful OSP Technician candidate will have a Secret clearance along with the knowledge, skills, and experience to support the aerial and underground cable plant infrastructure including new installations, troubleshooting, upgrades and maintenance to ensure telecommunications are fully operational in support of the Network Enterprise Center at Ft. Knox, KY. The OSP Technician performs a variety of outside cable plant tasks and responsibilities.

Task and Responsibilities:

• Inspects and performs routine maintenance in manholes. Assists with repair, securing, and replacement of all cable-related defects within manholes. Adheres to all OSHA requirements.
• Inspects and reports deficiencies with aerial cabling, telephone poles, pedestals, handholes, and other outside plant infrastructure. Makes repairs as necessary or escalates to other technicians.
• Performs support of many different and varying types of cable and equipment with exposure to environmental conditions.
• Installs and repairs aerial cabling infrastructure, lashes copper and fiber cable, and removal of existing cabling.
• Operates bucket truck with boom lift access and must maintain aerial safety training.
• Provides design and maintenance support, which includes monitoring the security of cable runs, providing alternate routing for disaster recovery, with consideration of the location of local exchange carrier facilities and the physical terrain.
• Utilizes specialized locating equipment to accurately locate and mark underground telecommunications cable pathways and provide visual markings.
• Performs routine inspections and maintenance on locating equipment to ensure optimal performance.
• Reads and interprets CAD drawings and provides updates, as needed, to CAD Operator.
• Coordinates with construction teams and other utilities to ensure safe excavation near communication lines.
• Documents and reports locating activities, including discrepancies between existing records and actual conditions.
• Locates, repairs, and/or replaces splice cases, performs troubleshooting to locate faulty splice cases and component assemblies.
• Maintain/repair/replace the existing cable plant, provide fiber optic/copper cable fabrication, support adds/moves/changes.
• Maintains safe work environment by following codes, standards, and legal regulations.
• Responds to service requests, troubleshoot, isolate, and repair voice and data problems.
• Provides other duties as assigned to support contract requirements.
• Attends training sessions as required (DoD, Information Assurance, Security, Corporate).

Minimum Required Skills, Education, Experience & Abilities :

• High school education or equivalent
• Five years of experience on maintenance, installation, testing, and repair of telecommunications equipment and systems
• Must be able to lift 50 pounds and work in underground and aerial environments on a daily basis
• Must have familiarity with OSHA safety requirements
• At least 3 years of utility locating and utilizing various locating equipment
• Experience with requisite tools and test equipment, to include Fusion Splicers
• In depth knowledge of OSP network drawings, route maps, interpreting fiber test results, fiber optic network infrastructure, engineering design and construction, and the ability to work cross-functionally to monitor network performance.
• Effective oral and written communication skills
• Must be able to operate a motor vehicle appropriate for the job position.
• BICSI Installer I (or higher) certification (preferred)

Security Clearance Requirements :

Must be able to obtain a Secret level clearance based on a favorable T3/NACLC or higher investigation.
