Job Description

- Supervise the daily operations in PeopleSoft HCM payroll system, and resolve system and processing issues that arise daily.
- Lead the team in the production of biweekly payroll for all employees by using timesheets, leave requests, bonus files and other possible adjustments. Reviews and resolves issues related to missing/short hours timesheets, missing or incorrect tax setup, time and labor errors, etc.
- Review and approve biweekly general ledger interface, monthly general ledger Payroll reconciliation, document pay cycle reports, and review aggregate payroll reports.
- Maintain compliance with IRS and Department of Labor requirements in regard to payroll processing as well as local, state, and federal wage and hour laws.
- Conduct training and development of the team to meet and exceed standards and requirements for the department.
- Assists employees, managers, and Payroll Specialists with complex issues related to timekeeping, paychecks and taxes, wage garnishments, judgements, and child support orders.
- Review wire requests and direct deposit transmittal requests to ensure accuracy prior to management approval.
- Research and recommend strategic and tactical changes to work processes, improve the level and quality of payroll in accordance with company policies.
- Recommends changes and enhancements of payroll systems and procedures due to changes in tax laws, regulations, and organizational pay policies or compensation initiatives. Responsible for testing all tax changes to PeopleSoft HR.
- Responsible for overseeing timely submission of quarterly and annual tax returns and filings, annual employee tax statements (W-2s), communication to employees, managers, and other business partners such as human resources and accounting regarding timesheet deadlines.

- Minimum of twelve (12) years of experience in payroll processing.
- Minimum of three (3) years of experience in payroll management.
- Bachelor’s degree in Business, Finance, Accounting, Human Resources, or a related field.
- Strong knowledge of federal and state tax regulations.
- Experience with PeopleSoft Payroll highly preferred.
- Must be able to sustain knowledge of changing technology and industry practices as well as changes in wage and hour laws.

PenFed is hiring a (Hybrid) Payroll Manager at our Alexandria, Virginia service center. The primary purpose of this job is to manage the production of the biweekly payroll for the organization including the implementation of procedures to enhance the efficiency of processes and ensuring compliance with all Payroll related regulations, policies and procedures. Research the application of Payroll procedures and standards utilizing a variety of Payroll concepts, practices, and procedures. This is a managerial position responsible for ensuring local, state, and federal tax, wage, and hour laws are adhered to and efficient processes and procedures are utilized.
