      Under the direction of the Pharmaceutical Program Consultant, Chief of the Pharmacy Policy Branch, the Pharmaceutical Consultant II (Specialist) will analyze state and federal law, regulation, and policy changes for potential impact on the Medi-Cal program. The PC II evaluates and recommends changes to the Contract Drug List and to the list of medical supplies. The PC II will perform other work as required.

      Responsible for the development and maintenance of the Medi-Cal Rx formulary program. Review drug utilization and cost analysis for pharmacy benefit design. Organize MCDAC activities, evaluating drug reviews for consideration of formulary additions, prior authorizations, formulary exception criteria guidelines and other clinical decisions. Formulate policies regarding evaluation, selection, diagnostic and therapeutic use and monitoring of medications, products, and devices. Oversee vendors on development and maintenance of Medi-Cal Rx formulary, providing subject matter expertise and clinical support. Partner with PDB Clinical Ops branch to implement formulary changes and clinical edits to adjudicate claims.

      Develop issue papers, legislative proposals, regulation changes, and policy proposals on a variety of pharmaceutical policy issues related to Medi-Cal. Develop budget proposals and estimates. Work with fiscal intermediary to develop and initiate claims system changes necessary to implement legislative and policy related changes to the benefit.

      Working Conditions

      DHCS has embraced the hybrid work environment, and this position will work in a state office building and/or telework at home. Please see the attached duty statement for details on the number of allowable telework days per week.

      Telework is based on operational needs for employees who can perform their essential functions remotely and/or whose duties are conducive to teleworking per DHCS' Telework Policy and in accordance with Government Code Sections 14200 - 14203 for employees residing in California.

      Should the incumbent need to report to an office, they will need to report to DHCS office location: 1501 Capitol Avenue, Sacramento, CA 95814

      License Requirements

      A current California Pharmacist License (valid certification of registration in pharmacy issued by the California State Board of Pharmacy) is required.       Exam Required

      This classification requires an exam to be taken and passed and list certification to be established. The testing office will accept applications continuously. However, pre-established filing dates are scheduled every three months. The filing dates are:
