      Job Title: Personnel Security Operations Manager/Facility Security Officer

      Summary

      The Personnel Security Operations Manager/Facility Security Officer works as a full-time employee of Zeiders Enterprises, Inc. (Zeiders) in Woodbridge, VA. The successful professional is responsible for maintaining a personnel security program by implementing the industrial security policies and procedures and ensuring company and customer security requirements are met. The successful candidate will interface with all levels of Zeiders personnel and government management personnel to ensure contract security compliance with National Industrial Security Operating Manual (NISPOM), DoD Manual 5205.07, Contract Security Classification Specification (DD254) and Program Classification Guides.

      The FSO is a professional who manages the industrial personnel security clearance (PCL). The PCL is administrative determination that an industrial employee is eligible for access to classified information. This is not a security guard position or someone monitoring access to a building.

      The candidate will be required to conduct security self-inspections, apply risk mitigation methodologies, support customer assessments, and implement security measures to meet requirements. The FSO will also supervise and lead a small team of personnel security professionals on the areas of required integration, and support to the security programs within all contracts.

      Facility Security Program Management and Execution

      The candidate should be qualified to perform any/all of the specific duties to include:

      • Manage a small group of contract specific personnel security specialists.
      • Management of all aspects of the Security Program under the National Industrial Security Program (NISP) as it pertains to contracting, including specific knowledge of DISS, NISS, STEPP, NP2, Classification Management, and Insider Threat Program Requirements.
      • Review and evaluate personnel security compliance issues/concerns within the organization; ensures corporate management and employees are in compliance with security regulations and directives in accordance with NISPOM, DCSA, client contracts, and company policies.
      • Effectively and accurately manage the personnel security clearance process; prepare and submit nomination packets per contract requirements; provide employee security training, briefings, indocs, visit requests, and debriefings; Administer and manage all relevant databases and clearance monitoring sources.
      • Maintain and monitor processing and quality monitoring standards to ensure accuracy; identify and resolve issues prior to personnel clearance submission; accurately and timely process and manage current periodic re-investigations. Work closely with HR and Program Managers to validate candidate clearances and timely processing of candidates at government contract sites.
      • Act as a Liaison with the Department of Defense (DoD) and Government PERSEC Offices.
      • Maintain FSO certifications and accreditation of our facilities in accordance with DCSA and NISPOM.
      • Create, update, monitor, and enforce security policies, procedures, and practices in compliance with our Government contracts’ security requirements.
      • Provide Security guidance to all staff, including program managers, Human Resources, Recruiting, Contracts and Senior Management.
      • Responsible for providing, conducting, and tracking all personnel for required company, contract and DoD and compliance training.
      • Maintain a robust security awareness program with input to the newsletter and other methods; prepare for and participate in inspections and audits.
      • Prepare reports for management as required; effectively maintain security industry relationships.
      • Provide input on security related items for business development initiatives.
      • Develop and maintain effective working relationships with executives, company managers, customer SSOs, and DSS offices that supports our facility; is the Primary contact for DSS reviews and correspondence.
      • Maintain active membership and involvement as a representative of the company in security related organizations.
      • Process and certify SAAR and other security-related forms for staff as required by contract. Prepare Visit Authorization letters as needed.
      • Dedicated POC for OPM visitors.
      • Project Manager for the company’s Insider Threat Program under the guidance of the Chief Information Officer, and in collaboration with the Director of Compliance and other key stakeholders.
      • Perform other personnel security and facility access related duties as necessary.

      Required Qualifications:

      • Active Secret Clearance
      • US Citizenship
      • Minimum 3 years as a company FSO or ASFO
      • Thorough working knowledge of the NISPOM, other relevant DoD security guidance as well as the Intelligence Community Directive (ICD) standards and DCSA FOCI requirements.
      • Minimum 5 years processing nominations/clearances to DOD government agencies.
      • Expert knowledge and experience working in NBIS, DISS, NP2, NISS, and e-Qip.
      • Excellent analytical and problem-solving skills.
      • Must be proficient with Microsoft Office applications.
      • Must be organized, efficient and able to work without direct supervision and lead others accordingly.
      • Demonstrated strong judgment, discretion, accountability, and initiative.
      • Strong communications skills, both oral and written

      Preferred Qualifications:

      • Bachelor’s degree in a related field preferred.
      • CSSO or CPSO training certificate
      • Industrial Security Professional (ISP) Certification

      Physical Demands

      • Works in office areas. Sits, stands, bends, lifts, and moves intermittently during working hours, including up and down stairs.

      Travel

      • Infrequent travel as necessary to achieve corporate objectives.
