Job Description

- Under general direction of the Planning and Programming Branch Chief: supervises assigned personnel; plans, manages, and directs activities of the planning section in the Planning and Programming Branch
- Monitors, prepares, and recommends budget for planning section
- Develops administrative and internal control plans, policies, and procedures for the planning and programming of projects
- Assists in development of Federal and State Capital budgets; develops and manages various facilities management plans
- Assists with development of military training and environmental documents; coordinates planning efforts with Adjutant General of Ohio directorates and external agencies
- Chairs internal planning and project meetings
- Oversees development of the NGOH Design and Construction Standards
- Reviews and validates project requests, scope of works, and/or requests for proposals
- Coordinates review of contract documents and preliminary design deliverables
- Develops and reviews documentation to support facilities management construction and maintenance plans (e.g., Military Construction Design and Programming Documents - 1390/91; The Adjutant General Narrative; Sustainment, Restoration, and Modernization programming documents – DD Form 420; demolition documents – DD Form 337; etc.)
- Participates in Planning and Programming Design Charrettes
- Assists with project documentation development
- Participates in real property audit preparation and Facility Information Folder requirements
- Manages, coordinates, and validates Facilities Management Planning and Requirement Databases: Army Stationing and Installation Plan (ASIP), Real Property Planning and Analysis System (RPLANS), Engineer Management Automation Army Reserve (EMAAR and Mark-up), Planning Resources for Infrastructure Development and Evaluation (PRIDE) for planning data, project lists, lifecycle facility maintenance projections, and utilization rates; reviews stationing actions and performs facility impact analyses
- Participates in meetings
- Attends conferences and training events
- Reviews and analyzes legislation for potential impacts on current operations and planned projects
- Reads, reviews, and studies current periodicals and journals for best practices
- Acts as liaison to coordinate future projects and requirements with federal, state, and local community partners; travels to OHARNG sites to gather information and perform site assessments.

Pay Information
This position is in the State of Ohio’s Bargaining Unit Pay Schedule, Pay Range 13. Unless required by legislation or union contract, starting salary will be the minimum salary of that pay range (step 1, currently $34.14 per hour). These ranges provide a standardized pathway for pay increases. With continued employment, new hires move to the next step in the range after 6 months and annually thereafter. Cost of Living Adjustments increase wages in these ranges each fiscal year. The current step progression wages are in the table below.
