      JOB DESCRIPTION

At every step, data and analytics is the driving force of CQI and evidence-based decision making. In this role, you will be part of a team that improves quality and performance various, multi-disciplinary settings. General responsibilities:

      • Design, maintain, and improve dynamic data systems and databases by fixing coding errors and addressing other data-related problems.
      • Mine data from primary and secondary sources, and refine data and layouts as needed.
      • Use tools to conduct statistical analyses on big data sets, attending to trends and patterns that could be valuable for diagnostic and predictive analytics.
      • Prepare reports for executive leadership that effectively communicate trends, patterns, and predictions using relevant data.
      • Collaborate with organizational leaders to identify opportunities for process improvements, recommend system modifications, and develop policies for data governance.
      • Create appropriate documentation that allows stakeholders to understand the steps of the data analysis process and duplicate or replicate the analysis if necessary.
      • Assist with the development and implementation of various CQI initiatives and Accreditations.
      • Collaborate with colleagues from outside agencies; work with stakeholders to assess potential risks.
      • Analyze existing tools and databases and provide software solution recommendations.
      • Methodologically process and manage large scale data sets and relational databases
      • Effectively communicate findings, from transformed data and translated business requirements, into terms appropriate for various audiences
      • Work independently and in collaboration with a wide variety of constituents.
      • Take initiative to troubleshoot and see tasks through to completion
      • Assists and supports quarterly and annual CQI reporting as well as accreditation/re-accreditation activities, as well as for other analytical and technical tasks, upon request.

      Additional responsibilities into providing technical assistance/expertise:

      • Development and validation of performance and quality measures and key performance indicators (KPIs): supports analytical and technical activities relating administrative elements, including understanding the departmental and programmatic context; collects, analyzes, and organizes data from administrative departments and programs to generate regular reports; monitoring and evaluation of data pertaining to incidents, accidents, and grievances by developing and updating tools for tracking/reconciliation; monitors data quality to ensure the submission and validation of data is complete and timely.
      • Data analysis and reporting: participate in continual improvement of data collection and reporting while ensuring assigned data steps are completed; automate analytic processes/data flows; interprets and presents results of completed analyses and can intelligently articulate/discuss the methodologies used; support evidence-based decision-making by making recommendations to improve program performance and increase proactive program management.
      • Involved with committees and various interdisciplinary meetings and reviews: schedules and leads interdisciplinary Program and Administrative KPI review meetings and generates/distributes these meetings’ materials; for the organization’s Board, Executive Council, and Cabinet-level Committees, produces and presents meeting materials/reports; other meetings/generally, participates in internal and external meetings, as needed.

      QUALIFICATIONS:

      Education & Experience

      • Degree in an analytical, technical, or scientific field (e.g., data science, computer science, bioinformatics, biostatistics, epidemiology, public health, public administration, etc.). Master’s or doctoral degree preferred.
      • A minimum of 3-5 years of experience, preferably in public sector settings, with proficiency in at least some of the following:
        • Relational database concepts/query tools/electronic data capture (e.g., SQL, Visual Basic, REDCap, Excel, Forms, etc.)
        • Business intelligence and visualization tools (e.g., Power BI, Tableau, Excel, , or other Interactive and dynamic Dashboards/Widgets.)
        • Presentation tools (e.g., MS Word, PowerPoint, etc.)
        • Statistical analysis tools (SAS, R, SPSS, etc.)
        • Experience with standard analytic methodologies and techniques (e.g., trending, benchmark comparisons, etc.) and complex task management (including work breakdown structures/project management tools such as Asana, Smartsheet etc.)
        • Ability to communicate complex concepts orally and in various electronic/written formats
        • Supports Performance and Quality initiatives, projects, and tasks, as needed.

      RELATIONSHIP WITH OTHERS:

      1. Must be a team player and able to interact with the program’s leadership, supervisory and line staff, as well as with the agency Vice Presidents for both Program and Performance and Quality and the Agency’s Central PQ staff, understanding chains of command.
      2. Have a strong sensitivity to cultural differences to work well with staff, persons and families served and complete tasks as assigned.
      3. Possess a strong belief in people’s ability to grow and change; forge a mutually respectful partnership with staff at all levels.
      4. Ability to set limits, maintain role, work collaboratively and respectfully to intervene appropriately.
      5. Demonstrate commitment to empower program management and staff through training and problem-solving in a strength-based environment.
