- Under the direction of the Assistant Group Insurance Division Manager, serves as the Premium Collections Unit (PCU) Manager.
- Serves as full line supervisor.
- Represents the unit in inter-departmental staff meetings.
- Receives and records payments and responds to telephone and written inquiries.
- Oversees and manages COBRA activities.
- Performs other duties as required or assigned which are reasonably within the scope of the enumerated above.
- Requires knowledge, skill, and mental development equivalent to completion of four years of college, preferably with coursework in business or public administration.
- Requires three years of progressively responsible administrative experience in a public or business organization.
- Prefers two (2) years’ professional supervisory experience in a public or private organization.
- Prefers two (2) years’ professional experience interpreting and implementing program rules, regulations, policies, and procedures.
- Prefers two (2) years’ professional experience developing and managing a support agency program.
- Prefers two (2) years’ professional experience with data analysis and report writing.
- Prefers two (2) years’ professional experience with billing and payment collection systems.
- Prefers one (1) year of professional experience with producing routine and ad-hoc reporting on management information or program activities.
- Prefers two (2) years’ professional experience drafting communication both verbally and in written format.
- Prefers two (2) years’ professional experience in the health insurance field.
- This position requires applicant to pass a background check.
- Overtime is a condition of employment, and you may be required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime.
- Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties.
- Requires the ability to travel, with overnight stays as appropriate.

POSITION SUMMARY
The Department of Central Management Services (CMS) Bureau of Benefits is seeking to hire a Public Service Administrator to serve as the Premium Collections Unit (PCU) Manager for the Group Insurance Division. The ideal candidate will have experience with customer service, COBRA program administration, and working on collections and billing systems. The ideal candidate will also have strong organizational skills, analytical abilities, and experience supervising and leading teams. This job offers the opportunity to supervise and educate individuals, provide support, and manage the statewide Premium Collections Unit as well as other CMS-administered programs within the Group Insurance Division.
