      About the Position: Serves as a senior procurement analyst providing analysis and evaluation of contracting matters. Interprets, initiates, develops, and recommends contracting policies, procedures, and guidance across joint components of the National Guard Bureau (NGB), the Director of Acquisitions.

      Duties

      • Serve as a principal advisor to the Chief, Acquisition Workforce Development Division.
      • Provides guidance on specific questions and general contracting issues related to training and development of the acquisition workforce.
      • Reviews documents and provides recommendations to Contract Officers, Legal, and Senior Contracting Official/Head of Contracting Activity.
      • Develops contracting procedures, guides, templates, and training materials to improve organizational performance related to protest metrics.
      • Provides assistance on matters pertaining to governing directives, policy, procedures and methods. Participates in special projects and initiatives.
      • Performs individual assignments involving complex technical research for improving mission effectiveness, acquisition policy and processes, and organizational efficiencies.
      • Performs necessary research and develops replies to inquiries concerning acquisition matters from such agencies as the U.S. Army Audit Agency, Government Accountability Office (GAO), Deputy Assistant Secretary of the Army (Procurement) .

      • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
      • This position requires to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of
        employment. A background investigation and credit check are required.
      • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
      • Formerly DAWIA Level 3 in Contracting. Selectee must meet position the Contracting Functional Area requirements for "DoD Contracting Professional" within 36 months of entrance on duty.
      • Unless waived by the appropriate Army official, or if the employee is Grandfathered under 10 U.S.C. 1736 (c) (1), Selectee must be an Acquisition
        Corps (AC) member at the time of permanent selection for the position or have been granted a waiver

      In order to qualify, you must meet the education and specialized experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.       Basic Requirement for Procurement Analyst: Degree:

      Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.

      OR

      Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.

      In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

      Specialized Experience: One year of specialized experience which includes: (1) Providing guidance on specific questions and general contracting issues; (2) Performing necessary research and developing replies to inquiries concerning acquisition matters from such agencies as the U.S. Army Audit Agency, Inspector General, DoD or higher authority, (3) Determines appropriate recommendations for NGB leadership contracting leadership in the resolution of problematic issues impacting the organizational mission, (4) Performing individual assignments involving complex technical research for improving mission effectiveness; (5) Reviewing and evaluating contract actions to ensure regulatory and procedural requirements have been met for NGB programs; (6) Providing oral and written guidance and advice on policy and procedures to contracting officers, contract specialists, and other internal and external customers; (7) Reviewing contract actions necessary to make a recommendation if corrective action is required; (8) Possessing analytical skills sufficient to evaluate audit reports, regulations, and other relevant material as a basis for developing and implementing guides or procedures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03).
