What to Expect (Job Responsibilities):
- Perform end-to-end procurement activities, including planning, evaluation of proposals, and negotiation of contract terms
- Prepare complex requests for proposals and bids that meet organizational needs
- Lead negotiation of contract terms and ensure compliance with ethical procurement practices
- Conduct market research and complex price analyses to support major procurement decisions
- Identify contract risks and vendor performance gaps, presenting corrective action plans to stakeholders

What is Required (Qualifications):
- Minimum of four (4) years of professional procurement experience, including bid solicitations and contract negotiation
- Bachelor's degree from an accredited institution required
- In lieu of a Bachelor's degree, a minimum of two (2) years of additional relevant work experience and an Associate's degree is acceptable
- Current knowledge of procurement methods, procedures, and best practices
- Effective communication skills and ability to collaborate with various stakeholders

How to Stand Out (Preferred Qualifications):
- Certification as a Certified Purchasing Manager (CPM) or Certified Professional in Supply Management (CPSM) is desired
- Six Sigma Certification is a plus
- Proficiency in automated purchase requisition and contract management systems
- Advanced financial analysis skills
- Experience with public agency contracting principles, including RFP/RFQ preparations
