ARPA-H seeks an experienced manager with business operations experience in R&D organizations. Competitive candidates must have knowledge or experience in the federal budget cycle, fiscal law, federal acquisition regulations, solicitation and award mechanisms for funding R&D (i.e. Grants, Cooperative Agreements), and program management (i.e. cost, schedule, performance). Must also have the ability to represent ARPA-H well and communicate effectively with internal and external stakeholders.Duties
As a GS-0343-14 Program Analyst, your duties will include but are not limited to the following:
1. Provides financial, program, and business operational support to a Mission Office including the Office Director, Deputy Director, Assistant Director Program Management, Program Managers, and contractor support staff in the planning, stand-up, management, and transition of R&D programs and projects.
2. Supports planning, budgeting and execution of Mission Office Budgets exceeding $300M in annual funding. Supports the preparation of Mission Office recurring (e.g., annual, midyear and quarterly), and unscheduled budget reviews, reviewing execution against planned funding. Coordinates with Comptroller on unobligated and expiring funding to avoid Agency loss of resources.
3. Reviews acquisition strategies, requests for information (RFIs), solicitations, assisted acquisition agreements, statements of work, performance work statements, and other Acquisition related documentation and coordinate with legal and contracting resources as required.
4. Works closely with the Comptroller's Office to ensure program funding is documented, outyear funding is reserved, and office budgets are fully accounted for across ARPA-H accounting and financial management systems.
5. Coordinates with PMs and Office leadership to identify current and anticipated workload changes, changes in research emphases, or needs for new resources and ensure they are incorporated into strategic plans and budgets.
6. Supports and participates in discussions with internal and external contracting organizations to ensure optimal support to ARPA-H research.
7. Provides support to all internal and external taskers including requests for the release of all formal correspondence and information including requests generated by Congress or their constituents, higher authority queries, Freedom of Information Act (FOIA) requests, or similar.
8. Assists Office leadership in creating training and guidance documentation and advises on proposed ARPA-H instructions.Requirements
Qualifications
You qualify at the GS-14 level, if you meet one of the following qualification requirements: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: 1. Analyzing and evaluating effectiveness of organizational programs or operations in meeting established goals and objectives; 2. Coordinating policy analysis, program oversight, evaluation activities, strategic planning, and research coordination; 3. Reviewing budget request for new programs; 4. Interpreting technical requirements of contracts and recommending changes; and 5. Supporting the development or management of R&D projects or programs.
