      This position is located in the Bureau of Democracy, Human Rights, and Labor (DRL), Office of Global Programming (GP), which is responsible for the coordination, planning, and implementation of foreign assistance resources that support U.S. government and Bureau policy priorities globally for Democracy and Human Rights. The incumbent serves as a technical resource and advisor to the office, bureau and/or agency on all development assistance program activities DRL manages programs in.


      Duties


      • Provides expert, authoritative analysis and guidance on complex, sensitive, and sometimes controversial issues related to intelligence data, national security, and their application/impact on U.S. foreign policy objectives for DRL.
      • Analyze complex data and develop recommendations for actions under conditions of time pressure and uncertainty.
      • Develops vetting packages/recommendations for senior leader decision-making, drawing on expertise (social, political, military, economic) and in-depth analysis of complex and sensitive intelligence and national security data.
      • Provides expert technical advice and guidance when interpretation, opinion, or decisions are solicited and assesses program conditions, progress, improvements, or reporting needs.
      • Informs stakeholders of changes in organizational programs and operations and conducts briefings on major program changes.

      Requirements


      • U.S. Citizenship is required.
      • Incumbent will be subject to random drug testing.
      • Must be able to obtain and maintain a Top Secret security clearance.

      Qualifications


      Applicants must meet all the qualification requirements described below by the closing date of this announcement.

      Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

      Qualifying specialized experience must demonstrate the following:

      • Experience providing expert, authoritative analysis and guidance on complex, sensitive, and sometimes controversial issues related to intelligence data, national security, and their application/impact on U.S. foreign policy objectives.
      • Experience in analyzing and review of individuals and organizations that are subject to to foreign assistance vetting requirements
      • Experience in managing foreign policy priorities such as democracy, human rights, and security and human rights in global high-risk environments

      There is no substitute of education for specialized experience for the GS-13 position.
