Overview
Under general direction, the purpose of the position is to perform district and school-based duties associated with program coordination related to ESOL (English for Speakers of Other Languages) Compliance. Employees in this classification function at an assistant level capacity and provide support; organize, record, and document schools’ progress and check for completion of ELL (English Language Learners) plans; maintain records and run reports; perform data entry and assist with student testing; and verify adherence to current state and federal laws, state board rules, and school board policies. This position also provides guidelines for program related projects. Performs related work as directed.
Responsibilities and Qualifications
EXAMPLES OF ESSENTIAL FUNCTIONSResponds to internal and external customers in a timely, accurate, courteous and empathetic manner representing OCPS in a positive light.Supports ESOL Compliance Specialists and Multilingual Services administrative team with procedural tasks to ensure schools are in compliance with the META Consent Decree and prepared to meet audit requirements; prioritizes the order and how best to provide assistance to assigned schools based on data either received or pulled.Assists schools by ensuring that accurate testing logs are kept for the students who have an affirmative response to the Home Language Survey (HLS) and monitors that potential English Language Learners (ELLs) are tested within 20 days of entry to school.Serves as a liaison between Multilingual Services administrative team and assigned schools with pending initial placement and ESOL reevaluations.Establishes and maintains effective communications and working relationships with various entities applicable to assigned program (e.g., ESOL Program Specialists, district administrators, and school staff).Assists with the administration and training of various tests, as requested in public, charter and private schools (e.g., Spanish eligibility language proficiency, ACCESS for ELLs 2.0, IDEA Language Proficiency Test, or any other language related test). Conducts outreach to parents to help schedule student testing, as needed.Tracks error verification reports for assigned schools during FTE Survey periods to assist with correcting ELL errors in the student data system; provides support with updating proper coding for students based on program status by following specific guidelines from administrators.Inputs related ELL program data in OCPS student data system to create records; updates and/or corrects information as needed to ensure accuracy (e.g., student test scores; entry, re-evaluation, and exit data; student status changes; appropriate Instructional Model codes; and immigrant status). Searches student information and requests data from other Florida counties as necessary.Conducts monthly school visits, to monitor students’ ELL Plans, for adherence to state statutes and district ELL Plan.Assists ESOL Compliance Specialists in monitoring that all the required ESOL compliance forms are organized correctly (i.e., proper order and placement within the ELL Plans). Assists with creating ELL plans (e.g., puts together the physical folders containing the required documents; prints forms as needed).Maintains timely and accurate records of the visit by completing monitoring tool (i.e., internal accountability instrument); documents whether or not files are complete, with appropriate signatures, according to the prescribed checklist. Prepares a summary and flags any missing forms or items needing correction to stay in compliance. Communicates findings so that administrators and ESOL Compliance Specialists can take appropriate action.Supports schools by updating immigrant status in the student data system as needed.Assists schools with the identification of missing monitoring forms and ensures proper coding in the student data system and documentation in the ELL Plans (i.e., prints/uploads report cards as needed).Supports schools by reviewing that ELL plans have updated FTE ELL schedules in accordance with statute at the direction of the Program Specialist.Confirms records in student data system match ELL plans; updates as needed. Communicates with ESOL Compliance Specialists (ECS) and the Multilingual Services administrative team any discrepancies observed.Identifies students due for re-evaluation and helps with preparing the re-evaluation documents package (prints/uploads forms, places in file, and completes basic student information) as needed. Performs relevant testing, enters scores, and updates records within student data system; keeps appropriate administrators informed.Assists in conducting basic overview one-on-one for school personnel as needed (e.g., how to navigate and use current student data system to enter and update records and run standard reports; steps to follow for IDEA Language Proficiency Test administration).Assists with training on language testing platform (e.g., how to administer the IDEA Language Proficiency Test in the areas of oral/aural, reading and writing or any other language assessment used in OCPS).Maintains files and prepares reports (i.e., selects filters within student data system and downloads to a spreadsheet for review and/or distribution) to assure compliance with current state and federal laws, state board rules, and school board policies; provides documentation as a guide to the ESOL Compliance Specialist.Must be familiar with current state laws, state board rules, and school board policies as they relate to the ESOL program.Supports a wide variety of routine to moderately complex administrative duties for the ESOL Compliance program (e.g., assists with maintaining students’ ELL files and compliance documentation; creating/updating student data system records as required; ensuring ELL files and associated system information match exactly; and printing/uploading and distributing reports).Types and prepares correspondence, memos, reports, and other documents.Operates a computer to enter, retrieve, review, or modify data; utilizes word processing, database, and software programs.Operates a variety of machinery, equipment, and tools associated with department activities, which may include a laminator, copy machine, or fax.Responsible for keeping up to date on current technology, as job appropriate, being used by OCPS. With the support of the district, attends training to ensure skill level in various technologies is at the level required to perform in current position.Responsible for timely and accurate information they maintain as part of their job responsibilities.The list of essential functions, as outlined herein, is intended to be representative of the tasks performed within this classification. MINIMUM TRAINING AND EXPERIENCEAssociates Degree and two (2) years of previous experience and/or training in an office setting, program management, or any equivalent combination of related education, training and/or experience which provides the required knowledge, skills and abilities to perform the essential job functions. Must have ability to effectively communicate to include both oral and written skills; ability to accurately collect, organize and maintain data and information for reports and compliance purposes. Must be fluent in English and in another language particularly in the areas of Speaking, Reading, and Writing. Experience with Skyward and IDEA Language Proficiency Test administration preferred.PERFORMANCE APTITUDES Data Utilization: Requires the ability to review, classify, categorize, prioritize, and/or analyze data and/or information.
