As a Program Coordinator in the Talent Acquisitions group, you’ll play a crucial role in supporting the recruitment and staffing needs of the City of San Diego. This individual will work collaboratively with other recruiters and directly engage with 40 diverse departments to attract, assess, and hire Unclassified top talent. The successful candidate will have a data-driven mindset and will contribute to the development and implementation of recruitment strategies, ensuring the City's workforce is skilled, diverse, and aligned with our Mission and Values. These positions are hybrid.

      Key Areas of Responsibility:
      1. Collaboration and Partnerships with Departments:
        • Create and execute innovative sourcing strategies for to attract a diverse pool of qualified candidates, including leveraging social media, professional networks, job fairs, and other channels.
        • Collaborate with department leadership to understand staffing needs, develop and implement comprehensive recruitment strategies that follow industry best practices.
        • Partner with the City's Communication Department to implement branding and advertising strategies.
      2. Full Cycle Recruitment:
        • Oversee the end-to-end Unclassified recruitment process, from job posting to onboarding.
        • Ensure compliance with all relevant laws and regulations throughout the hiring process, including Equal Employment Opportunity (EEO) guidelines.
        • Enhance the candidate experience by maintaining clear communication, providing timely feedback, and ensuring a smooth and transparent application process.
        • Implement improvements to streamline processes and enhance efficiency, while maintaining a focus on candidate satisfaction.
      3. Systems Management and Data Analysis:
        • System administrator for candidate sourcing platforms (e.g., LinkedIn Recruiter).
        • System administrator of Unclassified applicant tracking system (SAP SuccessFactors).
        • Track and analyze recruitment, hiring, and onboarding data to monitor the effectiveness of City recruitment efforts.
        • Develop strategies and identify opportunities for systems and process improvement based on data analysis.
        • Generate regular reports for City Executive Team, Department Directors, and Hiring Managers, offering insights into vacancy, retention, and recruitment.
      Minimum Qualifications:
      • Minimum of four (4) years of professional experience that demonstrates your proven ability to work in the field; and
      • Bachelor's degree in Human Resources, Communications, Public/Business Administration, or a related field; or
      • Equivalent Skills obtained Through Alternative Routes (STARS*) such as technical training through workforce programs, online credentialing services, certification programs, military training, or community colleges.
      • Knowledge of compensation best practices, market trends, and applicable labor laws.
      • Analytical skills and proficiency in using data analysis tools and HR information systems.
      • Experience in job evaluation and salary structure design.
      • Analytical, consultative, quantitative, and project management skills.
      • Experience managing independent workload and juggling multiple priorities.
      • Exceptional communication and interpersonal skills with the ability to collaborate effectively with cross-functional teams and departments.

      The Department:
      The mission of the Human Resources Department is to position the City as the regional employer of choice through best-in-class recruitment, retention, and employee relations practices. The Department is comprised of the following programs: Employee Relations, Labor Relations, People and Organization Development, Disability Management, Employee Assistance Program (EAP), Talent Acquisition, Citywide Volunteer, Internship, and Work Readiness, COVID Response and Recovery, People Analytics, and Employee Engagement. Under the guidance of the Human Resources Director and Deputy Directors, these programs provide a broad range of support and development activities for the nearly 12,000 employee workforce.
