DEPARTMENT OF CHILD SAFETY

PROGRAM MANAGER

Job Summary: Under the direction of the Region Program Administrator, this position is responsible for managing supervisors and support staff engaged in providing child protective services. Ensures service delivery is performed in accordance with agency mission and vision. Resolves issues and concerns presented by subordinate staff, clients or others regarding work processes, policies and procedures. Evaluates progress toward case plan tasks, objectives and goals giving input and providing direction. Consults with DCS Unit supervisors and DCS Specialists regarding cases. Hires, evaluates and disciplines assigned staff.
Job Duties: - Manages, through subordinate supervisors, staff engaged in the provision of child welfare services through placement coordination
- Assists in the administration of DCS Child Welfare and Family Services Delivery System
- Assists in assessment of services provided and Kinship placements
- Reviews policy development and changes
- Develops and monitors purchase of service contracts
- Drives on state business
- Performs related work as required
Knowledge, Skills & Abilities (KSAs):
Knowledge of:
- Federal and State laws, statutes pertaining to child welfare programs
- Supervisory techniques; management and leadership principles
- Contemporary concepts and practices in child welfare programs including strength-based family centered practices
- Policies and procedures established for the Juvenile Court system
- Community resources utilized in the provision of child welfare services
- Needs and responses of abandoned, neglected, abused and economically-deprived children
- Placement of children into appropriate out of home care settings
- Kinship and out of home care policies and procedures including State and Federal Laws
Skill in:
- Verbal and written communication
- Establishing and maintaining interpersonal relationships with internal and external customers
- Utilizing statistical information to identify trends in case management
- Methods and techniques of conflict resolution in personal relations
Ability to:
- Assist the field staff in ensuring the safety of children in appropriate out of home care settings
- be available after business hours and on weekends to support staff with decisions relating to child safety
Selective Preference(s): - Familiarity with automated case management systems/GUARDIAN
- Experience in Childs Safety Assessment/Strength and Risk Assessment (CSASRA).
Pre-Employment Requirements:
Master's or Bachelor's Degree from an accredited college or university and three (3) years of DCS Program Supervisor or (1) year DCS Program Supervisor Coach experience.
Employees may be required to use their own transportation as well as maintaining valid motor vehicle insurance and current Arizona vehicle registration; however, mileage will be reimbursed.
Must be able to secure and maintain an Arizona Fingerprint Clearance card.
Must be able to secure and maintain clearance from the CPS Central Registry.
Employment is contingent on the selected applicant passing a background investigation.

Retirement: Positions in this classification participate in the Arizona State Retirement System (ASRS).
