Serve the front line of the Clerk Functions, Passport Services, or Property Tax & Ownership unit, supervising the daily activities of a team, providing team encouragement and support staff in resolving technical and complex customer issues.
Evaluate team operations and outcomes in order to assist in the development of quality improvement projects.
Provide daily staff training, keep staff current on statutes, ordinances, and media activity that generate inquiry
Provide direct customer service to the public in person, by phone and in writing through chat and email, as it pertains to the services provided, as well as assessment, taxation, and appraisal records and explaining policy, procedures, Oregon Revised Statutes, Oregon Administrative Rules, and/or county ordinances.
Oversee the mandated function of one of the respective teams : recording, issuing marriage licenses and domestic partnerships, and the Board of Property Tax Appeals (BoPTA) program; property tax payments, ownership transfers; issuance of passports, photos, and employee photo ID , responding to all related inquiries from public officials, FBI, Department of State, state administrators, directors and community customers.
Daily Reconciliation of collected revenue; recount and manage cash drawers when there are discrepancies
Monitor call volume, forecast staffing demands, resources needs, and customer traffic to ensure coverage
Manage staff schedules, time and attendance, and work performance, both remote and in office
Assure that mandatory deadlines and quality standards are met.
Assist in the budget process; maintain and produces budget reports, and oversee the review of expenditures and preparation of operating budget
Collaborate with DART supervisors, management, and colleagues around the county
Ability to critically think and use discretion in all communication and actions
Demonstrate a drive to mentor and support others
Keen interest in quality improvement
Strong drive for excellent customer service
Strong drive to become an expert in the important pieces of the business lines
Flexibility to adapt and work with various job functions

Collaborative spirit that brings people together
Bachelor’s degree. Experience may substitute for a degree.
3 years of leadership experience in customer service, assessment & taxation, or a government environment that demonstrates the ability to perform the duties of the position.
Ability to pass a background check, including fingerprinting
Experience in a clerk and/or assessor's office
Experience supervising in a union environment
Experience working with legal documents and/or complex processes
Experience with process improvement
