      Project Background

      The two clean cooking projects in the energy sector, Strengthening the Entrepreneurial Ecosystem for the Clean Cooking Sector -Higher Tier Cooking Component (SEE-HTCC) Project and the EnDev core Higher Tier Cooking (HTC) are part of the EnDev program which will run till June 2025 and December 2024 respectively.

      The project primarily aims to support the growth of the higher-tier clean cooking market in Ethiopia through accelerating the transition from sustainable lower-tier traditional cooking to modern higher-tier cooking by

      • addressing barriers to commercial growth on the supply as well as within the enabling environment
      • Stimulate the demand for HTC solutions through awareness creation and behavioural change communication and access to financial support for LNOB+ groups (selected very low-income groups) to acquire HTC.

      Purpose of the job

      The Project Manager leads and manages the planning, inception, implementation, closing and the workforce of these projects, within scope, budget, timeline, and acceptable quality levels along the commitments specified in the contracts signed with the donor(s) and other relevant stakeholders. The Project Manager works in line with SNV standards, SNV’s approach to project management and donor regulations, in order to achieve high quality and achieve the agreed results and deliverables of the project.

      S/he is expected to build strong working relationship with the project partners, colleagues of other SNV energy projects, private sector supplying the required higher-tier cooking solutions, development partners, users, as well as MoWE, ESI, financial institutions, etc. With respect to SEE-HTCC, considering the cross-country learning component, it is important to closely work with other SEE-HTCC project countries.

      S/he will report directly to the Energy Sector Lead.

      Job Description

      Key Responsibilities:

      Project set-up and design

      • Initiates contract handover from the Business Development Team. Sets up and communicates administrative, governance, accounting, HR, M&E structures and procedures for the project.
      • Initiates implementation of the project plan upon approval of donor(s) and sector leader and/or programme director and country director.

      Project Management

      • Leads, manages and motivates the project team, partners and relevant stakeholders.
      • Plans and assigns deliverables and activities, reviews their progress and addresses deviations in terms of timelines and quality, based on project planning, deliverables agreed and budget set.

      Project quality assurance

      • Takes responsibility for the (technical) content of a project, ensures quality of the deliverables and ensures sufficient technical input to meet the quality standards.

      Contract Management & Project Accounting

      • Manages and accounts for full compliance of administrative, finance and HR components of the project with SNV internal procedures and requirements specified in the donor-, sub-grant-, sub-consultancy-, partner-, consortium- and Local Capacity Builders contracts.

      People Management & Team Leadership

      • Guides, develops, coaches and motivates team members and prepares resource estimation based on forecast in order to attract and recruit (SNV staff, consultants and/or Local Capacity Builders).

      Business development

      • Builds and maintains effective relationships, with team, external partners and the donor(s) by ensuring a high level of SNV visibility and branding.

      Analysis & Reporting

      • Ensures collection, consolidation and review of project information, according to SNV’s monitoring and evaluation guidelines.

      Knowledge Development

      • Contributes to internal and external knowledge development, by full documentation and sharing of project insights and results. Develops knowledge by attending workshops and conferences.

      Qualifications

      • Master’s degree in Energy, Natural Resource, Engineering or Business Administration or another relevant discipline.
      • A minimum of 10 years of relevant working experience in development work, project management including with substantial hands-on experience in rural or decentralised renewable or alternative energy sector and in international development cooperation context.

      Management Competence:

      • Demonstrated ability and experience in managing projects in a flexible and entrepreneurial manner, with a facilitative approach, while retaining a strong focus on results and project implementation.
      • Excellent interpersonal and communication skills with proven team-building ability, necessary to support, motivate, and mentor staff and partners
      • Ability to create a creative, open-minded, constructive, and innovative working environment.
      • Ability to incorporate or work with local organizations and actors in accordance with the relevant Ethiopian context
      • Proven track record of managing project budgets and financial planning

      Additional Information

      Contract Type: National

      Expected start date: As soon as possible

      Contract Duration: One year with the possibility of extension based on performance and budget availability.
