Job Description
The Proposal Manager position supports Fluor Mission Solutions in managing, leading and developing compliant and compelling U.S. Federal Government and Commercial proposals in alignment with company growth strategies. As an integral part of the Proposal Operations Team, the Proposal Manager shall have the ability to serve as a Senior Writer, as required. Works in collaboration with Sales, Capture, and Subject Matter Experts (SMEs) and the Proposal Operations team to develop a compliant and compelling proposal response in accordance with the proposal milestone and delivery schedule. This position reports to the Director of Proposal Operations.
Interpret Federal, State, and local government procurement regulations and practices (including FAR, DEAR, and DFAR)
Interpret, manage, and/or respond to Federal Government Requests for Proposals, Requests for Information, Requests for Quotations, Amendments, Final Proposal Revisions/Responses, and Evaluation Notices
Operate in a leadership role, partnering with internal and external capture, writing, operations, and pricing teams to develop and manage compliant, compelling, and winning proposals and other submittals
Work collaboratively with the Capture Manager to identify, define and refine win strategies, win themes, discriminators, source content, and graphic concepts while maintaining consistency in messaging and strategy
Incorporate and apply all Fluor proposal processes as necessary and directed depending on the requirements and magnitude of the proposal effort
Manage a diverse team (in-person, remote and hybrid), including writers, coordinators, graphic artists, and production staff through the proposal process (draft RFP release through post submission activities)
Ensure the production, compliance, and quality of final submission documents are in accordance with the RFP requirements, effectively communicating all required sections, graphics, terms, and branding within the submission deadline
Conduct or participate in milestone assessments regarding proposal readiness for color team reviews; set color team review goals and objectives; deconflict color team reviewer feedback; in conjunction with the Capture Manager, determine disposition of color team reviewer comments and develop the color team recovery plan
Develop technical narratives that address the elements of the capture plan developed by Sales/Capture while incorporating win-themes, discriminators, and corresponding metrics that are developed by the proposal team
Serve as a Proposal Manager, volume lead, proposal writer, editor, or other proposal roles, as requiredNotice to Candidates:

Basic Job Requirements
• Accredited four (4) year degree or global equivalent in applicable field of study and fourteen (14) years of work-related experience or a combination of education and directly related experience equal to eighteen (18) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements
• Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders
• Job related technical knowledge necessary to complete the job
• Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
• Ability to attend to detail and work in a time-conscious and time-effective mannerOther Job Requirements
Lead the proposal team in all aspects of the proposal in a methodical and disciplined manner incorporating the Fluor proposal processes as necessary and as directed
Incorporate industry-wide proposal best practices in proposal management activities
Communicate effectively with management, coworkers, clients, partners, vendors, contractors, and other stakeholders
Work unpredictable schedules, including overtime, evenings, weekends, and sometimes holidays
Conduct oneself with the confidence, professionalism, and empowerment of a member of the Mission Solutions staff, including making sound decisions regarding proposal strategies
Detail oriented with an ability to work in a time-effective manner
Interpret a broad and specific range of Federal, State, and local government procurement regulations and practices (including FAR and DFAR)
Share Point experience a plus
Complete formal proposal management training and education to include proposal management, technical writing, and/or editing (Shipley certification or APMP accreditation a plus)
U.S. Citizenship required
Bring diverse customer, global, and services experience including Department of Defense, NASA, Department of Energy, and Department of Justice customers providing contingency response, operations and maintenance (O&M), base operations, construction, and other mission support services
IDIQ and task order and OCONUS Federal proposal experience highly desired
Diversity of experience in large corporate organizations and small business concerns
Ability to travel up to 25% of the timePreferred Qualifications
Accredited four (4) year degree or global equivalent in applicable field of study and fifteen (15) years of proposal management and writing-related experience or a combination of education and directly related experience if non-degree. Secret, Top Secret, or TS/SCI is a plus.
Salary Range
118,500 to 213,500
Market Rate
The market rate for the role is typically at the mid-point of the salary range; however, variations in final salary are determined by additional factors such as the candidate’s qualifications, relevant years of experience, geographic location, internal pay equity, and prevailing market conditions for the specific role.
