- Educated to a degree standard or equivalent level of experience working at a similar level in specialist area
- Further training or significant experience in programme management, including change management, service redesign, financial management and workforce re-design to Post Graduate Diploma level or equivalent
- Project management qualification e.g. Managing Successful Programmes (MSP)
- Evidence of comprehensive knowledge and experience of programme management, change management, workforce re-design
- Experience of leading cross organisational programmes with highly complex, sensitive and / or contentious information where cross organisational agreement or co-operation is required.
- Significant experience in multi organisational stakeholder engagement, management and communications
- Experience of managing the governance and reporting of a portfolio of projects
- Motivational skills to encourage collaborative working to improve services and performance where they may be resistance to change.
- Clear communicator with excellent writing, report writing and presentation skills; capable of constructing and delivering clear ideas and concepts concisely and accurately for diverse audiences
- Ability to work independently, prioritising work plans in accordance with agreed timescales.
- Able to write service specifications, project initiation documents, business cases, strategic plans, dashboard reports, policies and procedures
- Highly competent in programme management and change management methodology and the application of techniques to solve problems of varying degrees of complexity and size
- Understanding of commissioning and procurement processes

Job summary
An exciting new opportunity has arisen for a dynamic and innovative individual to manage two key programmes of work: 'Prevention and Early Years' and the 'Good Food and Movement' programme across partner agencies, working as a Public Health Programme Manager. This post is fixed term/secondment until 31st March 2026 due to funding. Main duties of the job
This is a strategic role within the Cardiff and Vale of Glamorgan Local Public Health Team working across Cardiff and ValeUniversity Health Board and reporting to its Executive Director for Public Health. The post holder will deliver effectively across a range of partner agencies using a programme management approach. The post holder will work across Public Services Boards (aligned to the Wellbeing of Future Generations (Wales) Act), and through the Regional Partnership Board (aligned to the Social Services and Wellbeing (Wales) Act). You will contribute to managing programmes of work that improve the health of the population of Cardiff and the Vale of Glamorgan. The post holder will support the planning, development, delivery and evaluation of partnership programmes and initiatives to promote health and well-being across all sectors.
