      Under general direction, the Purchasing Manager is responsible for managing, planning, and implementing comprehensive District-wide programs involving the procurement and warehousing of materials, equipment, and supplies, the development and administration of contracts and agreements. Responsible for analyzing, evaluating, and developing purchasing policies and procedures. This position exercises authority and independence in implementing a broad range of services and programs in coordination with District senior staff.

      The Purchasing Manager plans, manages, and oversees the daily processing of work orders, purchase orders, contracts, and agreements. Coordinates and assists other departments in selecting goods and/or services; discusses and recommends alternatives and lead times. Reviews requisitions for completeness and accuracy; assigns requisitions to appropriate staff members. Develops, implements, and enforces purchasing policies and procedures. Prepares bid specifications; solicits formal and informal bids. Researches, develops, and maintains effective working relationships with vendors and suppliers. Administers surplus material program, which involves determining surplus items and appropriate disposal methods. Participates in the development, administration, and oversight of the department budget. Supervises employees to include prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained; and making hiring, termination, and disciplinary recommendations.


      Education/Training:
      Bachelor's degree from an accredited college or university in Business Administration or a related field. Certified Purchasing Manager (CPM), Certified Professional Public Buyer (CPPB), Accredited Purchasing Practitioner (A.P.P.), or Certified Public Purchasing Officer (CPPO) desirable.

      Experience:
      Eight years of progressively responsible professional buyer experience, including a minimum three years of supervisory experience; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above. JD Edwards Financial Software experience desired. Proven effective management skills and excellent people skills. Strong written and verbal communication skills.

      Special Requirements:
      Possession of a valid California Class “C” Driver’s License and proof of automobile insurance.

      Special Working Conditions:
      This position requires the ability to reach, finger, and grasp objects, perform repetitive motions, and may sit or stand for an extended period. Requires the ability to lift, carry, push, and pull materials and objects weighing up to 10 pounds. Requires sufficient physical ability to work in a standard office setting, using office equipment, including a computer; verbally communicate to exchange information; see and hear in the normal visual and audio range with or without correction.


      SCHEDULE: Monday through Friday, 8:00 AM – 5:00 PM; or 9/80 with every other Friday off.

      Salary Range: $135,330-$169,119 per year (Exempt)
