      POSITION SUMMARY
      This position is responsible to the Manager, Purchasing, General Services for all Authority procurement of goods and services not related to construction and this position is responsible for the inventory and warehousing for the Central Storeroom located at the Central Regional Wastewater System. Supervises the Senior Buyer, Buyer, Assistant Buyer, and warehouse position(s), develops purchasing procedures for management approval, conducts training in new procedures, selects purchasing methods, coordinates bidding activities, develops standards for vendor evaluation and selection, and delegates purchase requisitions, placement of orders.

      ESSENTIAL DUTIES AND RESPONSIBILITIES

      1. Develops, recommends, and administers purchasing and warehouse procedures and guidelines.

      2. Counsels employees, supervisors, and managers in purchasing-related matters concerning proper purchasing methods in order that Authority purchases comply with Authority policy and state law.

      3. Interacts with project personnel and management on electronic purchasing and warehouse procedures, inventory, requisitions catalog, and returns.

      4. Conducts all formal bidding activities including the development of bid specifications, the evaluation of bid responses, and the initial award recommendation, routinely for commodities and services costing more than $1,000,000 annually.

      5. Counsel vendors on proper bidding procedures and problem resolution concerning purchase orders, delivery, and invoicing requiring strong negotiation skills.

      6. Works closely with project management to ensure budget rules are followed and tracks spending to ensure bid authorizations are not exceeded.

      7. Monitors warehouse inventories and reviews with project personnel to keep current ABC analysis, order point, order quantities, surplus, and obsolescence.

      8. Interacts with the finance department management to resolve issues between the purchasing/inventory software and the financial software systems interface.

      SUPERVISORY RESPONSIBILITIES
      Regularly has full personnel management responsibilities including approving time, selection, discipline, grievances, and formal performance evaluations for a position’s direct and indirect reports.

      FINANCIAL RESPONSIBILITY
      Develops and administers departmental budgets for Purchasing and Warehouse totaling $460,000. Monitors and orders $30,000,000 annually worth of supplies, spare parts, and services for project system needs per Authority policy and state law. Conducts all formal purchasing requests for project system needs of $25,000,000 annually. Responsible for maintaining inventory of all parts and materials in excess of $1,000,000. Must have a good understanding of how markets influence pricing and deliveries.

      QUALIFICATIONS


      EDUCATION
      (required level of education)
      Bachelor's degree in business or closely related field. EXPERIENCE (minimum years and types of related experience required) Five years purchasing experience. Three years in government purchasing or material management preferred. At least 3 years of supervisory experience required.

      CERTIFICATES, LICENSES, REGISTRATIONS
      (any specialized certifications licenses or registrations required by TRA or other authority in order to do the job, including those the incumbent must be able to obtain)
      As required by policy, existing employees who require training under this section must complete training within one year of implementation unless previously completed. Purchasing Division employees must complete any required continuing education imposed by the Comptroller.
      Training and certification requirements and purchasing authority for this position authorizing procurements over $100,000 require Texas Comptroller of Public Accounts Procurement Certification Training and a Certified Texas Procurement Manager Certification. Page 15 section B of Authority Purchasing and Procurement Policy revised October 25, 2017:

      1. Training and Certification of Purchasing Personnel and vendors. This subsection applies to the Authority purchasers in the Purchasing Department.

      2. The training must include:

      (i) Training on the selection of an appropriate procurement method by product type;

      (ii) Contract purchasing methods;

      (iii) Ethical issues affecting purchasing decisions;

      (iv) Negotiation methods (v) Writing specifications

      (vi) The criteria for determining which product or service offers the best value for the Authority when purchases are authorized to be made by other than competitive bid;

      (vii) Developing evaluation criteria;

      (viii) Formal and informal bidding methods; and

      (ix) Complex negotiations

      KNOWLEDGE

      Working knowledge of computerized purchasing systems. Working knowledge of business law in purchasing field. Knowledge of basic algebraic formulas.

      SKILLS AND ABILITIES
      (developed capability to use or apply knowledge effectively or dexterity/coordination in the performance of physical tasks)
      Good interpersonal skills, communication (written and verbal) skills, and organizational skills are required in order to effectively coordinate projects with Authority projects and outside vendors. Ability to write concise and accurate purchasing reports, requisitions internal and external correspondence, and performance evaluations. Ability to work under time deadlines required.

      Guided by TRA Mission and Goals. Makes decisions with guidance provided by TRA mission, policies, and goals. Sets related goals, objectives, and priorities for at least one Department and gain executive approval.

      WORKING CONDITIONS
      Duties are almost always carried out in an office environment.
