- Act as first line supervisor for designated staff within a department, including interviewing and selecting job applicants, training, assigning and overseeing work, and establishing and evaluating appropriate performance standards in accordance with department objectives.
- Provide consultation and training to department representatives to assist in contract or solicitation development and project planning, and to ensure understanding of applicable statutes, procedures or other regulatory requirements.
- Interpret, apply and explain federal, state and local laws and statutes, and city policies, procedures and programs. Interpret, apply and explain purchasing best practices.
- Develop and recommend language for use in solicitations and contracts to improve the quality of documents produced and reduce risk of protest and liability to the city.
- Assist the division manager in drafting, tracking and implementing state legislation affecting the operations of the division. Review bill drafts, attend committee meetings, as needed, meet with lobbyists, as directed.
- Review, consult, collaborate and participate in solicitations, contracts, agenda submittals, and related documents prepared by staff to ensure sound technical approach and accuracy, value-maximizing strategy, and compliance with applicable policies, procedures, grants, federal regulations, statutes or other regulatory requirements.
- Participate in contract administration, including but not limited to: post-award audits, labor complaints, resolution of contractor insurance issues, mediation of contractor performance issues, and contract closeout.
- Develop and implement division procedures and contract, solicitation, and procedural document templates. Provide assistance to division staff and department representatives to resolve questions on the use and applicability of Purchasing procedures and documents.
- Attend and participate in professional group meetings; stay abreast of new trends and innovations in the applicable field. Assess and recommend for integration with Purchasing & Contracts operations.
- Represent Purchasing & Contracts at city or committee meetings.
- Prepare pertinent correspondence.
- Perform related duties and responsibilities, and participate in special projects.

This position develops, implements, coordinates, evaluates and manages programs designed to ensure the quality of operations of the assigned department or major division; and to perform a variety of tasks relative to the area of responsibility.
Supervision Received and Exercised
Receives direction from the director or manager.
Acts a formal supervisor, exercising direct supervision, including participating in the selection of new employees, monitoring and formally evaluating employee performance, and participating in the discipline and termination of employees.

Experience:
Four years of increasingly responsible experience in purchasing or contract administration, preferably in a government agency, including one year of administrative, lead or supervisory responsibility.
Training:
Bachelor's degree from an accredited college or university with major course work in purchasing, procurement and contracts or business or public administration or a related field.
May substitute a combination of equivalent education and related experience. The city assesses 1.5 years of fulltime experience as equivalent to one year of education.Knowledge of:
Operational characteristics, services and activities of an information systems or purchasing and contracts program, depending on assignment.
Management skills to analyze programs, policies and operational needs.
Principles and practices of program development and administration.
Advanced principles and operating procedures of computer systems and related equipment, or an automated purchasing software package, depending on assignment.
