      Job Description:

      The Oregon Liquor & Cannabis Commission (OLCC) is recruiting for a Regulatory Specialist (Recreational Marijuana Inspector) positions in our Portland Office located at 16250 SE Mcloughlin Blvd, Milwaukie, Oregon.

      Marijuana Regulatory Specialists perform site surveys and investigations of recreational marijuana producers (growers), processors, wholesalers, retailers, and laboratories to assess and provide consultation on compliance with state and laws rules that govern marijuana businesses.

      We are posting this opportunity as an internal and external recruitment. We will review applications and give preference to qualified candidates in the following order:

      Who are we?

      The OLCC is the agency responsible for regulating the sale and service of alcoholic beverages in Oregon by administering the state's Liquor Control Act and regulating the production, processing and sale of recreational marijuana in Oregon through the Control, Regulation and Taxation of Marijuana and Industrial Hemp Act. The agency also regulates the production, processing and sale of medical products sold to Oregon Medical Marijuana Program (OMMP) cardholders in OLCC licensed marijuana retail shops.

      The agency is comprised of three major operational programs; the Distilled Spirits Program, the Recreational Marijuana Program, and the Public Safety Program. All three programs are supported by the Administration, Financial Services, and Support Services divisions. Revenue generated from these programs helps support state and local government programs. There was more than $625 million in revenue generated for state, county and city programs from 2020-22.

      What are some of the supporting duties?

      • Independently, or as a member of a team, conducts site surveys and investigations of Oregon marijuana applicants and licensed businesses to assure compliance with state laws and rules that govern marijuana businesses. Collects, analyzes, and interprets licensee’s business records and other records or technical reports (police and court reports, real estate documents, certifications from other agencies).
      • Uses a radio frequency scanner to collect and record licensed premises marijuana inventory as needed. Compares scanned inventory data with recorded inventory in cannabis tracking system application to detect and assess shortages/overages in product quantities. Analyzes and reconcile financial and tax data from the application and reports. Reviews discrepancies with licensee to determine whether an investigation is in order.
      • Documents site survey and investigation findings in narrative reports.
      • Inspects production areas and plants or products for contaminants. Obtains and submits samples of product to be tested by third party laboratory. Reviews product labels for conformance to labeling requirements.
      • Provides licensees with consultative assistance by educating or training on regulatory requirements and developing strategies for achieving compliance with rule and law such as implementing operational changes to the business. Follows up with licensees to ensure full compliance with requirements.
      • Interprets regulatory requirements, analyzes facts and applies policy and standards to decide appropriate action to gain compliance from licensee. May issue citations to gain compliance, depending on the nature of the violations, the facilities’ history and past corrective action plans, and other information obtained during site survey or investigation.

      What do you need to qualify? Minimum Qualifications:

      Three years of experience conducting investigations of allegations, facts, behaviors, documents, laws, legal precedents and/or other information. This experience must include preparing written reports using individual judgment in developing conclusions or recommendations that are subject to review in court, administrative hearings or comparable formal review process; OR

      An Associate’s degree in criminal justice, human or behavioral sciences, business or public administration or other related field AND eighteen months of experience conducting investigations; OR

      A Bachelor’s degree in law enforcement, criminal justice, human or behavioral sciences, business or public administration or other related field; OR

      Any relevant combination of education and experience equivalent to three years.

      Examples of experience that may qualify are regulatory compliance investigation; criminal investigation; child welfare investigation or eligibility determination; governmental benefit, business or mail fraud investigation; revenue audits; insurance claims or fraud investigation.

      The agency will consider all fields of education when determining qualifications and prior to invitation for interview processes.

      • The salary listed is the Public Employee Retirement Systems (PERS) qualifying base salary range of a Regulatory Specialist (AL-5733-AA). If the successful candidate is PERS qualifying, the salary range will reflect the 6.95% increase.
      • This position is eligible for Police & Fire (P&F) benefits through PERS, as defined by statute.
      • This position will be represented by the American Federation of State, County & Municipal Employees Union, Local 2505
      • Regulatory Specialist serve an initial 12-month trial service period

      • Age: You must be at least 21 years of age.
      • Driving: You are required to drive a State of Oregon vehicle. You will need to have a current, valid driver’s license and maintain a good driving record at all times throughout employment.
      • Background: OLCC will conduct a personal background investigation prior to hiring. This includes a computerized criminal history check, fingerprinting and CJIS Clearance approval by the Oregon State Police. The presence of criminal history could result in the withdrawal of a job offer or termination of employment. This is a SWORN position that requires a complete Electronic Statement of Personal History (eSOPH). The finalist will receive instructions from the Human Resource staff on the eSOPH.       • Medical and Psychological: The successful candidate must pass a medical and psychological examination.
      • DPSST Certification: Upon hire (and through employment), the successful candidate must obtain (and maintain) Department of Public Safety Standards and Training (DPSST) certification. Candidates must attend and successfully complete the OLCC-DPSST Training Academy. The academy is four weeks long and is held at DPSST’s training facility in Salem. You will be required to stay at the facility - except for weekends - for the entire duration of the training. The coursework covers mandatory defensive tactics training, which includes highly strenuous activities such as ground fighting techniques, and baton/OC spray/handcuffing techniques. Strenuous physical exertion/activity may occur during field contacts.
