- Create shared meaning around data across the LOB, including exploring and advancing solutions that will help the business remain future-focused. Actively support individual departments in navigating data sharing within the LOB and across the county.
- Offer support to department data teams around planning, organizing, and managing the overall data and analytics programs and activities of the Resident Services LOB in ways that are clearly aligned with the mission, vision, strategic direction, and goals of individual departments/divisions. This includes leadership of a LOB analytics community of practice.
- Partner with leaders at all levels to incorporate data and analytics into strategic plans and key activities. Support leaders through coaching and resource sharing to improve their ability to make data-informed decisions utilizing a combination of quantitative and qualitative data with a focus on operational and experiential data.
- Supervise a small team of two Data Analysts and one Data and Information Automation Specialist. Provide as-needed consultation and support to analysts embedded in departments throughout Resident Services. This includes leading the Resident Services data analytics collaboration group to ensure a space for collaboration, learning, and idea sharing is available to all staff in the LOB doing data work.
- Maintain regular connections to leaders across the enterprise whose work is critical to the success of our analytics framework including Strategy & Support infrastructure and innovation teams, Resident Services IT, central IT, and other Heads of Analytics. Leverage relationships to build capacity and work together on areas of intersection.
- Work with the Hennepin County Chief Data Officer to embed the data-informed organizational framework across the line of business and represent the line of business on the Hennepin County Analytics Leadership Council.
- Provide leadership to further department-based strategies that align with county goals, mission and core values for diversity, equity, and inclusion.
- As capacity allows and requires, lead and coordinate key line of business data and analytics initiatives in support of line of business and county goals.
- Nine years or more of experience leading data and analytics teams or large-scale data and analytics initiatives.
- Bachelor's degree or higher in business administration, public service administration, data and analytics related field, or other field appropriate to the position and five years or more of experience leading data and analytics teams or large-scale data and analytics initiatives.
- Experience:
- Supporting data analysts through formal supervision or informal coaching from a strengths based perspective.
- Working across different business groups with varying degrees of data maturity.
- Contributing to the development of data governance policies (including stewardship roles, security and access standards, data cataloging, data sharing protocols).
- Incorporating diversity, equity, and inclusion considerations into data analytics frameworks and programs.
- Leading data and analytics adoption among a diverse range of businesses and matching data strategy to the unique needs of multiple businesses.
- Presenting data and analytics ideas and strategies to decision/policy makers to provide insight and practical recommendations.
- Leading work around data processes, collection tools, and databases. Including successfully translating business needs into reports that meet those needs.
- Incorporating data from a variety of sources, including but not limited to systems like excel, access, custom build solutions into meaningful reports for the business
- Leading and managing projects from start to finish.
- Building and managing a program of reports within a modern visualization tool such as Power BI.
- Or education around addressing racial equity, gender equity, LGBTQIA equity, neurodiversity equity, differing ability equity.
- Working withing database systems. Applying data language such as R, SQL, or Python to manipulate data into reports for customers.
- With Cloud based analytics tools and platforms.
- Working with a combination of qualitative and quantitative data.
- Ability to:
- Refine, obtain buy-in for, and deliver on strategic direction within a complex business environment.
- Build relationships with business areas to understand their work and incorporate considerations into data strategy and programs.
- Provide meaningful support to multiple business areas at different stages of data maturity, including supporting initiatives/strategies to enhance data literacy.
- Support customers in the development of meaningful metrics in support of business strategies to drive decision making and continuous improvement.
- Build and foster collaborative relationships with leaders at multiple levels of the organization; communicate effectively in individual and large group settings.
- Organize, guide, and evaluate data-focused team successes, specifically with dotted line relationships.
- Knowledge of:
- Analytics (e.g. business intelligence, data and reporting, data processing and manipulation, data science, statistics, machine learning, geospatial analyses, applied research methods, data to decision frameworks, etc.).
- Racial Equity Impact tool, social determinants of health and root causes of racial disparities.
- Data governance frameworks.
- Data infrastructure and management, including modern data architecture approaches and common patterns.
- Business analysis processes and tools.
- Government systems and processes.
Land Information and Tax Services is a department within the Resident Services Line of Business of Hennepin County that covers foundational responsibilities of government: land surveying, land recording, property tax collection and distribution. We also provide critical infrastructure and innovation support to departments throughout Resident Services.

Hennepin County’s Resident Services line of business (LOB) is seeking a Head of Analytics to lead the refinement and implementation of data analytics strategy in partnership with business leaders and analytics teams. The Resident Services LOB is made up of multiple departments including the Assessor’s Office, Elections, Examiner of Titles, Law Library, Library, Land Information and Tax Services, Service Centers, and Resident Services Information Technology.
The Head of Analytics will collaborate with leaders across departments to ensure that the LOB data analytics framework is grounded in high-level business goals and objectives. In this role, you will ensure that business strategies are informed by timely and reliable insights, data is managed as an asset that is easily accessible to analytics staff and business users, appropriate data governance standards are implemented, analytics workflows adhere to best practices, and that initiatives are aligned with enterprise analytics direction.
This person will be embedded within the Strategy and Support division and will report directly to the Strategy and Support Division Manager.

Location and hours:
This position is hybrid and will be performed both onsite at various Hennepin County buildings and remote as duties require. The typical work schedule is Monday - Friday, 8 a.m. - 4:30 p.m. with flexibility. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin.
New employees who are hired into remote or hybrid positions between January 2, 2022 to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable after the new employee successfully completes probation.
