- Develops and implements an Enterprise Risk Management program, including tools, practices, and policies to analyze and report enterprise risks and manages risks according to the Enterprise Risk Management (ERM) framework. Develops, implement, and promotes insurance and risk management-related policies, procedures, and guidelines to create a comprehensive approach to identifying, prioritizing, and mitigating risks that could impact the CWS’ ability to achieve its business objectives. Monitors and ensures the risk management policies and procedures follow applicable laws, regulations, and contract provisions.
- Administer the CWS' risk financing strategy, including the insurance portfolio to ensure insurance program aligns with the District's risks and risk tolerance. Prepares insurance applications, evaluates quotes, and recommends coverages, premiums, and limits. Develop the commercial insurance budget. Maintain a positive working relationship with the insurance broker and insurance carriers. Resolve or escalate issues and monitor progress towards timely and proper resolution of risk financing transactions.
- Incorporates risk management and insurance principles in CWS' business operations. Promotes loss prevention across the organization by providing loss control guidance and consultation to department and program leaders. Works collaboratively with all CWS employees on risk reduction strategies, which includes educating staff about insurance coverage and providing risk-related recommendations relevant to CWS operations.
- Administers the CWS' risk financing strategy, including the insurance portfolio to ensure insurance program aligns with the District's risks and risk tolerance. Prepares insurance applications, evaluates quotes, and recommends coverages, premiums, and limits. Develops the commercial insurance budget. Maintains a professional and positive working relationship with the insurance brokers and insurance carriers. Resolves or escalates issues and monitors progress towards timely and proper resolution of risk financing transactions.
- Leads the Risk Management Program’s claim management process, including receipt and review of all accident/incident reports and associated documentation, and reports claims/incidents to insurance carriers or adjusts claims as appropriate. Conducts investigation of claims. Works with departments, insurance carriers’ adjusters, and 3rd parties for timely resolution of claims.
- Creates and maintains a positive, equitable, and inclusive workplace culture within responsible departments and improves the work groups’ recognition of diversity in the workplace.
- Plans, develops, implements, and monitors the Risk Management program’s operating budget and the budget of the Liability Reserve Fund by monitoring claims activities, financial cost trends, and projection of liabilities and reserves.
- Oversees staff development and performance including selecting and training staff, developing performance evaluations and professional development plans with staff, resolving workplace complaints and conflicts, and implementing disciplinary actions when necessary.
- Provides review of contracts/agreements with a focus on risks presented, insurance and indemnification provisions. Assists internal stakeholders in developing and negotiating contract provisions that best serve CWS’ needs.
- Maintains CWS’ emergency response plan documentation, incident command training, drill, and exercise planning and execution. Represents CWS in regional emergency planning and response efforts.
- Drives a District vehicle for work related purposes.
- Current theories, principles, techniques, and practices of administering a risk management program as applicable to CWS’ operations including Enterprise Risk Management (ERM) framework
- Current principles, practices, and procedures of risk management to include insurance program management, loss control and prevention, claims administration and claims adjudication
- Current principles and practices of contract review and contractual insurance requirements
- Evaluating and negotiating insurance contracts
- Effectively communicating and negotiating with external parties including insurance companies, service providers, claimants, legal professionals, and the general public
- Preparing and managing operating and reserve budgets
- Intermediate skills in operating computer systems and software applications related to general business operations and risk management
- Effectively manage and supervise the work plan, project prioritization, work outcome, and individual performance of professional staff
- Understand, interpret, apply, and explain Federal, State, and Local laws and regulations pertinent to the Risk Management program and CWS operations
- Negotiate insurance terms and/or coordinate broker activity in support of negotiating on behalf of CWS
- Collaborate and operate effectively in a team environment
- Communicate effectively with internal and external partners and collaborators
The Risk and Insurance Management department is seeking a Risk Manager. The Risk Manager plans, leads, and manages the risk management program of Clean Water Services (CWS). The risk management program includes the management of workers' compensation, liability and property claims, loss control program, risk financing program, and the captive insurance program.
The Risk Manager position provides guidance and instruction to all members of the Risk Management program as well as internal and external partners including vendors, attorneys and internal staff engaged in risk management or loss control activities. This position will also manage initiatives and projects related to the overall strategic goals of CWS.(The essential functions listed below are not intended to reflect all duties that may be assigned to this classification. Any combination of experience and training that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the KSAs would be:
5 years experience in risk management, insurance portfolio management, claims management, loss prevention, workers' compensation, and commercial insurance or a multi-line risk finance/risk management program.
5 years experience in leadership, mentoring, leading a team or supervision.
College level coursework in business, risk management, insurance, or relevant discipline. Bachelor’s degree preferred.
CERTIFICATION AND LICENSURE REQUIREMENTS:
Upon selection, candidate must possess and maintain a valid State-issued driver’s license.
Associate in Risk Management (ARM), RIMS-Certified Risk Management Professional (RIMS-CRMP), or Chartered Property Casualty Underwriter (CPCU) preferred.
