      Job Summary

      Under the direction of the Supervisor, Administrative Penalty System Screening Officers will be responsible for the review of Administrative Penalties. Screening Officers will interpret and apply by-laws, legislation and policies in order to make fair and reasonable decisions.

      Duties and Responsibilities

      The successful candidate will:
      • Conduct in-person reviews of Administrative Penalties
      • Conduct reviews of Administrative Penalties by way of written submissions provided electronically
      • Provide clear written decisions setting out the reasons for varying, affirming or cancelling the Administrative Penalty
      • Identify, apply and interpret applicable legislation, regulations, polices and procedures.
      • Educate and provide information to the public concerning City by-laws, policies, regulations and the Administrative Penalty System (APS) process and procedures.
      • Participate in projects and initiatives.
      • Communicate using a variety of conflict resolution strategies.
      • Act with integrity and honesty and ensure procedural fairness.
      • Exercise decision-making authority and discretion fairly and reasonably and in accordance with the law.
      • Participate in and provide training and mentoring as required.
      • Perform other related duties as assigned.

      Skills and Qualifications

      • Post-secondary degree or diploma in a related discipline (ie. Paralegal Studies, Court and Tribunal Agent Program or Law Clerk) and/or an equivalent combination of education and experience.
      • Must have at least 3 years of experience in interpreting and applying legislation, by-laws, policies, regulations and/or Administrative Penalty System process and procedures.
      • Knowledge and experience in administrative law, adjudicative processes, including conducting hearings in a tribunal setting.
      • Possesses strong analytical skills and keen critical thinking
      • Interpersonal skills to foster communication, collaboration and positive relationships with clients and colleagues.
      • Excellent written and oral communication skills
      • In-depth working knowledge of relevant City by-laws, legislation and regulations.
      • Strong organizational and time management skills.
      • Computer literacy (knowledge of MS Office applications, City Admin, Gtechna and AutoProcess is an asset).
      • Ability to multi-task in a fast pace environment while serving the public.
      • A Level 2- Criminal or Judicial Matters Check (previously Regular CRS) will be required of the successful candidate, as a condition of employment, at their own expense, to verify the absence of a criminal record for which a pardon has not been granted

      Hourly Rate/Salary: $ 65,753.00 - $ 87,671.00
