      Position Summary

      The selected applicant will be assigned to the Office of Performance Management & Innovation (OPMI). They will serve on a small team of professionals tasked with leading MassDOT and the MBTA’s strategic innovative initiatives and supporting the agencies’ functional divisions in establishing and meeting their strategic goals and tracking and improving their performance in key areas.

      The selected candidate will have skills in quantitative analysis and written and verbal communication and presentation. The preferred applicant will be driven to keep abreast of the latest in transportation performance assessment, data collection, and data interpretation, and have an interest in applying new best practices to MassDOT and the MBTA’s work.

      The position requires an ability to work effectively in a fast-paced office environment. It also requires the ability to collaborate and interact professionally with other MassDOT and MBTA personnel and staff at other public agencies.

      The selected applicant will be responsible for conducting and managing quantitative, qualitative, and spatial analysis projects at OPMI in all areas of transportation, including transit, roadway, and bicycle/pedestrian services.

      Duties and Responsibilities

      • Gathering, analyzing, and interpreting data from all operational administrative units, including transit, traffic, maintenance, construction, economic, environmental impact, historical preservation, finance, and safety and security data, with a main focus on data analysis and interpretation, including.
      • Literature review and overview of secondary data sources related to transit and transportation.
      • Retrieving and organizing GIS data (including demographic, transportation, and land use data) for reporting, analysis, and presentation purposes
      • Ad hoc cleaning, merging, analysis, and visualization of MBTA & MassDOT’s data using a combination of ArcGIS/SQL/Excel/R/Python as needed.
      • Performing quality control on scenario modeling tools’ input data, calculations, algorithms, and outputs, and investigating associated data gaps or inconsistencies
      • Prepare data and workflows for use in a variety of visualization platforms (for example, Leaflet, ArcGIS Insights, Tableau, etc.)
      • Automating analysis processes
      • Designing graphs, charts, and tools that clearly communicate outcomes, findings, and trends of agency data.
      • Preparing scheduled and ad-hoc reports, slideshows, and other visual reports incorporating narratives and graphic data, for both online and print format.
      • Recommending changes in the collection and presentation of performance data in order to improve the efficiency and effectiveness of operational and administrative units.
      • Managing and supporting project management for analysis projects, including developing research plans, delegating tasks, and managing timelines
      • The selected applicant will have the opportunity to oversee and manage the work of interns.

      Preferred Qualifications

      • Analysis Skills – Familiarity with Python (or other programming languages), SQL, Apache Spark, or other AWS data solutions, and/or data management and statistical analysis tools (R, SPSS, STATA, SAS, etc.) is preferred, proficiency in ESRI desktop software and geodatabase products, as well as proficiency with the Microsoft Office Suite, including extensive spreadsheet, database, and word processing skills.
      • Strong Communication Skills – An ability to communicate highly technical work to a non-technical audience through a variety of mediums – written communication, visual communication, and presentations. Experience with business intelligence software, such as Tableau or PowerBI a plus.
      • Project Management – An ability to manage projects or support project managers with tasks including developing research plans based on requests from agency staff, creating and delegating tasks to other OPMI staff members and interns, and managing project timelines and products.
      • Ability to Learn Quickly – OPMI works on a variety of projects and aims to use the technology best suited to the problem at hand. That often requires the ability to learn new tools, technologies, and methods on the job.

      Minimum Entrance Requirements

      Applicants must have (A) at least four years of full-time or equivalent part-time professional experience performing related duties that include business data recovery, analysis, query design, reporting, and statistical analysis; or (B) any equivalent combination of the required experience and the substitution below.

      Substitutions:

      l. A Bachelor’s degree with a major in Mathematics, Economics, Computer Science, Information Management, Statistics, or a related field may be substituted for two (2) years of the required experience.

      ll. A Master’s degree or higher with a major in Mathematics, Economics, Computer Science, Information Management, Statistics or a related field may be substituted for three (3) years of the required experience.

      *Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

      NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience.

      For Non-MassDOT Applicants: Applicants for this position must possess a bachelor’s degree, or higher, in Mathematics, Economics, Computer Science, Information Management, Statistics, urban or regional planning, transportation, civil or environmental engineering for this position.
